Considers that satisfactory multi-level governance should be based on a bottom-up approach, taking account of the diversity of administrative arrangements existing in the different Member State; calls on the Member States to identify the most efficient means of implementing governance at the various levels and to improve their cooperation with the regional and local authorities as well as with the Community’s administration by, for example, inviting officials from all tiers of government to the periodic meetings organised with the Commission or by establishing European Territorial Pacts that link on a voluntary basis the different tiers of government concerned;

For this reason, we appeal to the Sudanese Government to not only discontinue the death penalty – particularly its particularly scandalous use on minors – but also to refrain from a) misinterpreting Sharia law as it is doing, as the barbaric customs practised there have nothing to do with real Sharia law, and b) extending Sharia law to non-Islamic communities.

Invites the Council to express its support for to the aid and the efforts made by the Nigerian federal government in order to help the victims condemned for adultery by the Sharia law, and also to condemn all forms of religious intolerance; expresses its concern that fundamentalist interpretation and implementation of the Sharia law, in some Nigerian states and Iran, is contrary to respect for basic human rights;

In December 2005 it awarded its annual human rights prize, the Sakharov prize for freedom of thought, jointly to Ladies in White (Damas de Blanco), for their work on behalf of political prisoners in Cuba, Hauwa Ibrahim, for her work as a lawyer defending women and children prosecuted under Sharia law in Nigeria, and Reporters without Frontiers, in recognition of their campaign for freedom of the press throughout the world.
