(o) "aircraft operator" means the person or body identified by its ICAO code which operates an aircraft at the time it performs an aviation activity listed in Annex I or, where the ICAO code is not known, the holder of the Air Operator's Certificate (AOC) or the owner of the aircraft. This will require a harmonised provision in Member States' national aviation registries to ensure that the aircraft operator, as well as the owner, is always identified where possible, in accordance with the Cape Town Convention on International Interests in Mobile Equipment;

3. Authorization to operate Where an air carrier is the holder of a valid Air Operator's Certificate (AOC) issued by a Member State, the carrier will obtain an Operating Licence entitling it to carry out air transport operations if it meets the stated requirements for obtaining such a licence.
3. Autorisation d'exploitation Lorsqu'une compagnie aérienne possède un certificat d'opérateur (AOC) en règle délivré par un Etat membre, elle obtient une licence d'exploitation lui permettant d'effectuer des transports aériens si elle répond aux critères définis pour l'obtention de cette licence.
