TRADUCTIONS EN CONTEXTE

In order to ensure the full exploitation of space-based information and to boost users' access to space data and services, the EU could consider establishing an overarching data access policy. Such a data access policy could be based upon principles as: free and open access for public organisations at EU and national level guaranteed (as a minimum) with limited restrictions when fully developed and operated with EU public funds; establishment of specific conditions regarding data access policy (at least for public organisations) when there is an EU intervention in the development of space assets or markets.

3. Member States shall take the necessary measures to ensure that the following persons may have access to intervention programmes or measures referred to in paragraph 1:

Interventions in this area shall aim at: promoting equal access to quality early-childhood, primary and secondary education; reducing early school-leaving; adapting vocational education and training (VET) systems to labour market demands; improving the quality and relevance of higher education; enhancing access to lifelong learning and supporting investment in education and training infrastructure; particularly with a view to reducing territorial disparities and fostering non-segregated education.

To permit access to intervention in areas where it is particularly needed due to the scale of production, the maximum quantity fixed in Article 18(2) of Regulation (EC) No 318/2006 must initially be allocated between producer Member States on the basis of their sugar production quotas.
