2001 saw the establishment of the European Research Advisory Board (EURAB), a high-level, independent, advisory committee set up by the Commission to provide advice on the design and implementation of Community research policy.

1. The Switzerland/Communities Research Committee (hereinafter ‘the Committee’) set up in the Framework Agreement shall review, evaluate and ensure the proper implementation of this Agreement.
1. Le «Comité Recherche Suisse/Communautés» (ci-après le «Comité») institué par l'accord-cadre examine, évalue et assure la bonne exécution du présent Accord.

Based on the review, it shall, if appropriate, come forward with legislative proposals, in accordance with the procedure laid down in Article 251 of the Treaty, to amend Annexes I and/or II. In its review and in preparing any proposal, the Commission shall take account of all relevant information, which might include the results of the monitoring programmes implemented under Article 8 of Directive 2000/60/EC, of Community research programmes, and/or of recommendations from the Scientific Committee on Health and Environmental Risks, Member States, the European Parliament, the European Environment Agency, European business organisations and European environmental organisations.
Sur la base de ce réexamen, elle présente, le cas échéant, conformément à la procédure établie à l'article 251 du traité, des propositions législatives visant à modifier l'annexe I et/ou l'annexe II. Lors du réexamen et de l'élaboration de toute proposition, la Commission tient compte de toutes les informations pertinentes, telles que les résultats des programmes de surveillance mis en œuvre conformément à l'article 8 de la directive 2000/60/CE, et des programmes de recherche communautaires, et/ou des recommandations formulées par le Comité scientifique des risques sanitaires et environnementaux, les États membres, le Parlement européen, l'Agence européenne pour l'environnement, les organisations professionnelles européennes et les organisations environnementales européennes.

5. In preparing its proposal, the Commission shall take account of recommendations from the Scientific Committee on Toxicity, Ecotoxicity and the Environment, Member States, the European Parliament, the European Environment Agency, Community research programmes, international organisations to which the Community is a party, European business organisations including those representing small and medium-sized enterprises, European environmental organisations, and of other relevant information which comes to its attention.
5. Lors de la préparation de sa proposition, la Commission tient compte des recommandations du comité scientifique de la toxicité, de l'écotoxicité et de l'environnement, des États membres, du Parlement européen, de l'Agence européenne pour l'environnement, des programmes de recherche communautaire, des organisations internationales dont la Communauté est membre, des associations d'entreprises européennes, notamment celles représentant les petites et moyennes entreprises, des organismes européens dans le domaine de l'environnement ou d'autres informations pertinentes portées à son attention.

The Parties shall exchange information and views on the preparation of such programmes or other current and future research activities through the Switzerland/Communities Research Committee.
Les parties procèdent, au sein du "comité recherche Suisse/Communautés", à des échanges d'informations et de vues sur la préparation de tels programmes ou sur toute autre activité de recherche en cours ou à venir.

1. The Switzerland/Communities Research Committee set up in the Framework Agreement shall review, evaluate and ensure the proper implementation of this Agreement.
