Today's Communication proposes a strategic framework for deeper and more effective international cultural relations as well as a new model for cooperation with Member States, national cultural institutes, private and public operators from the EU and its partner countries, increasing opportunities, creating synergies and maximising socio-economic benefits.
La communication présentée aujourd’hui propose un cadre stratégique destiné à mettre en place des relations culturelles internationales plus étroites et plus efficaces ainsi qu’un nouveau modèle de coopération avec les États membres, les instituts culturels nationaux, les opérateurs privés et publics de l’UE et de ses pays partenaires, en ouvrant de nouvelles perspectives, en créant des synergies et en optimisant les avantages socio-économiques.

To help the EU implement the strategy and create synergies among all EU stakeholders (EU delegations, national cultural institutes and foundations, private and public enterprises, civil society), a Cultural Diplomacy Platform was set up in February 2016, focusing on strategic countries.

33. Welcomes the Preparatory Action on Culture in EU External Relations and its role in enhancing the role of culture as a strategic factor for human, social and economic development, contributing therefore to external policy objectives, and calls on the European External Action Service and EU representations all over the world to also include culture as an integral element of external EU policy, to appoint a cultural attaché in each EU representation in third partner countries and to provide EEAS staff with training on the cultural dimension of external policy; calls on the Commission to mainstream cultural diplomacy and intercultural dialogue in all EU external relations instruments and in the EU development agenda; calls furthermore on the EU and the Member States to strengthen cooperation with other European and international organisations such as the United Nations and its related agencies, in particular UNESCO, UNICEF and UNHCR, and to require an effective and stronger EU representation within their bodies; calls moreover for cooperation with national cultural institutes with the aim of improving implementation of existing instruments, such as cultural network-based clusters of European Union National Institutes for Culture (EUNIC), and the design of new tools to tackle common challenges in a globalised world;
33. se réjouit de l'action préparatoire "La culture dans les relations extérieures de l'UE" et de son rôle en vue de renforcer l'importance de la culture en tant que facteur stratégique du développement humain, social et économique contribuant aux objectifs de la politique étrangère et invite le service européen pour l'action extérieure et les représentations de l'Union dans le monde entier à inclure aussi la culture comme un élément faisant partie intégrante de la politique extérieure de l'Union, à nommer un attaché culturel au sein de chaque représentation de l'Union dans les pays partenaires tiers et de former le personnel du SEAE à la dimension culturelle de la politique étrangère; invite la Commission à intégrer la diplomatie culturelle et le dialogue interculturel à tous les instruments des relations extérieures de l'Union et au programme de développement de l'Union; demande en outre que l'Union européenne et les États membres intensifient la coopération avec d'autres organisations européennes ou internationales telles que les Nations unies et ses agences connexes, en particulier l'Unesco, l'Unicef et le HCR, et exigent une représentation efficace et plus forte de l'Union au sein de leurs organes; demande par ailleurs une collaboration avec les instituts culturels nationaux dans le but d'améliorer la mise en œuvre des instruments existants, tels que les sections fondées sur des réseaux culturels des Instituts culturels nationaux de l'Union européenne (EUNIC), ainsi que la conception de nouveaux outils afin de relever les défis communs à l'ère de la mondialisation;

Welcomes the decision of the relevant Federation ministry to take over responsibility temporarily for financing cultural institutions such as the National Museum, the National Library and the Museum of History, and to allow some of them to reopen and all of them to work properly; calls for efforts to be made to urgently solve the status of the seven national cultural institutions – the National Museum, the Arts Gallery, the History Museum, the Literature and Theatre Museum, the Film Archive, the National Library and the Library for Blind Persons – so that they have a proper legal and financial status; calls for a long-term solution to the financing of these institutions;
33. salue la décision prise par le ministère bosnien concerné d'assumer temporairement la responsabilité du financement d'institutions culturelles telles que le musée national, la bibliothèque nationale et le musée d'histoire, et de permettre ainsi à certains d'entre eux d'ouvrir à nouveau leurs portes et à tous de fonctionner correctement; demande un plus grand engagement en vue de conférer un statut juridique et financier adéquat aux sept institutions culturelles nationales – le musée national, la galerie d'art de Bosnie-Herzégovine, le musée d'histoire, le musée de la littérature et du théâtre, la cinémathèque, la bibliothèque nationale et la bibliothèque pour les aveugles; demande une solution à long terme pour le financement de ces institutions;

33. Welcomes the decision of the relevant Federation ministry to take over responsibility temporarily for financing cultural institutions such as the National Library and the Museum of History; calls on the BiH authorities to ensure that efforts are made to urgently solve the status of the seven national cultural institutions – the National Museum, the Arts Gallery, the History Museum, the Literature and Theatre Museum, the Film Archive, the National Library and the Library for Blind Persons – so that they have a proper legal and financial status; calls for a long-term solution to the financing of these institutions;
33. salue la décision prise par le ministère bosnien concerné d'assumer temporairement la responsabilité du financement d'institutions culturelles telles que la bibliothèque nationale et le musée d'histoire; demande aux autorités de Bosnie-Herzégovine de veiller à ce que des efforts soient consentis en vue de conférer d'urgence un statut juridique et financier adéquat aux sept institutions culturelles nationales – le musée national, la galerie d'art de Bosnie-Herzégovine, le musée d'histoire, le musée de la littérature et du théâtre, la cinémathèque, la bibliothèque nationale et la bibliothèque pour les aveugles; demande une solution à long terme pour le financement de ces institutions;

17. Recommends the Commission to pro-actively cooperate with the cultural network-based clusters of European Union National Institutes for Culture (EUNIC), in cooperation with local institutions, cultural practitioners, civil society, together with Members States’ cultural institutes;

In this motion for a resolution, the European Parliament encourages Member States to make equal contributions to the content of the Europeana project and step up their efforts in providing works to libraries and national cultural institutions so that all Europeans can have full access to their own cultural heritage.
