The founding members of the S2R Joint Undertaking should be the Union, represented by the Commission, and the founding members other than the Union, listed in Annex II to this Regulation, on the condition that they accept the Statutes of the S2R Joint Undertaking.

Notes that the structure and presentation of the Joint Undertaking’s 2010 budget were not in line with the requirements of its founding Regulation (EC) No 71/2008 nor with its Financial Rules; understands from the Joint Undertaking that the structure and presentation of the budget have been adapted in the 2011 budget; calls on the Court of Auditors to assure the discharge authority that the structure and presentation of the Joint Undertaking’s budget are now fully in line with its Founding Regulation (EC) No 71/2008 and its Financial Rules;

Notes that the ex-post audit of cost claims related to the projects has been fully delegated to the Member States; finds it important, nevertheless, that the Joint Undertaking ensures that the financial interests of its members are adequately protected and that the underlying transactions are legal and regular; is therefore of the opinion that the Joint Undertaking will have difficulties in ensuring that the financial interests of its members are adequately protected and that the underlying transactions are legal and regular; calls on the Joint Undertaking to reconsider its strategy of ex-post audit of cost claims and to inform the discharge authority of the mechanism implemented to ensure compliance with Article 12 of its Founding Regulation (EC) No 72/2008;

The EU's IUU regulation is an extremely good initiative, but if it is to be as effective as possible, it must be supported by other major fish markets and, ultimately, by the international community as a whole. If it is only the EU that refuses IUU fish, then inevitably, other markets will be found. It is of paramount importance that the US, Japan and China, among others, also act to eliminate imports of IUU fish. The Commission should undertake a strong diplomatic initiative with the major market States to discuss measures that they can take for their own markets as well as what possible actions can be taken at a multilateral and global level.
Le règlement de l'UE sur la pêche INN est une initiative éminemment louable. Il importe toutefois, pour en garantir la plus grande efficacité, qu'elle soit soutenue par d'autres grands marchés des produits de la pêche et, en dernière analyse, par l'ensemble de la communauté internationale. Si l'UE est la seule à lutter contre la pêche INN, celle-ci trouvera inévitablement de nouveaux débouchés. Il est d'une importance cruciale que les États-Unis, le Japon et la Chine, entre autres, s'emploient également à éliminer les importations de poissons provenant de la pêche INN.
