Het nieuwe voorstel van de Commissie ziet af van een alomvattende maximale harmonisatie en volstaat met een gerichte, selectieve harmonisatie van bestaande wettelijk basiselementen: precontractuele informatie - contractuele informatie - herroepingsrecht - vroegtijdige aflossing - jaarlijks kostenpercentage.
