COSAC wishes that the members of the Union for the Mediterranean may continue to build on the values and goals established 15 years ago in the Barcelona Declaration and reinforced during the Paris Summit of July 2008, in order to make the Mediterranean region an area of peace, development and human and cultural dialogue and therefore welcomes the Union for the Mediterranean Summit due to take place in 2010.
La COSAC espère que les membres de l'Union pour la Méditerranée continuent à poursuivre les valeurs et les objectifs exprimés il y a 15 ans dans la Déclaration de Barcelone, et renforcés lors du Sommet de Paris de juillet 2008, afin de faire de la région Méditerranéenne une zone de paix, développement et dialogue humain et culturel et, dans ce sens, accueille avec satisfaction le Sommet de l'Union pour la Méditerranée qui aura lieu en 2010.

5. welcomes the implementation of the regional programme « EuroMed Civil Society 2010-2013 », supported by the European Commission and implemented in collaboration with the EuroMed civil society platform and its partners, and which aims, among other things, to foster the development of civil society in the Sothern Mediterranean; believes that the project will help build the institutional capacity of civil society organisations, with a view to fostering systems for dialogue and collaboration between civil society stakeholders and national, regional and local institutions, and will facilitate the establishment of a network for cooperation and partnership between civil society in the countries of the Northern and Southern Mediterranean;
5. se félicite de la mise en œuvre du programme régional intitulé « Euromed société civile 2010-2013 », promu par la Commission européenne et réalisé en collaboration avec la Plateforme civile Euromed et ses partenaires, et dont l'objectif est de soutenir particulièrement le développement de la société civile du sud de la Méditerranée; estime qu'un tel projet contribuera au renforcement des capacités institutionnelles des organisations de la société civile pour promouvoir les mécanismes de dialogue et de concertation entre les acteurs de la société civile et les institutions nationales, régionales et locales, et favorisera également un réseau de relations de coopération et de partenariat entre la société civile des pays du sud de la Méditerranée et celle du nord;

6. welcomes the achievements of the EuroMed Summit of Economic and Social Councils and Similar Institutions, held in Rome on 10-12 November 2010, whose final declaration is of the utmost importance, and the establishment of the UfM Assembly of Economic and Social Councils and Similar Institutions, which, according to Article 1(1) of its statue, « intends to serve as the expression of organised civil society with consultative powers in the Union for the Mediterranean »;
6. salue les accomplissements du Sommet Euromed des Conseils économiques et sociaux et institutions similaires tenu à Rome les 10-12 novembre 2010, dont la Déclaration finale constitue un document de la plus grande importance, ainsi que la constitution de l'Assemblée des Conseils économiques et sociaux et institutions similaires de l'UpM, qui selon l'article 1,1 de son Statut « se propose d'être l'expression de la société civile organisée, dotée d'un pouvoir consultatif auprès de l'Union pour la Méditerranée »;
