In order to propose a fair share between Member States of the overall amount that will be allocated to the national envelope, and of the amount transferred into our rural development policy, we have actually been using three different criteria: areas under wine on the basis of all the available historical data that we have; secondly, the production in terms of volume on the basis of historical averages; and, thirdly, expenditure, on the basis of an historical average, except for Bulgaria and Romania where the budgetary requirements calculated within the framework of adhesion were used, as those were the only reliable figures that we could use.
- (EN) Pour proposer un partage équitable entre les États membres du montant total qui sera attribué aux enveloppes nationales, et du montant transféré dans le cadre de notre politique de développement rural, nous avons utilisé trois différents critères: les surfaces portant du vignoble, d’après toutes les informations historiques en notre possession, ensuite, la production en volume en fonction des moyennes historiques, et enfin les dépenses, sur la base de moyennes historiques, sauf pour la Bulgarie et la Roumanie pour lesquelles les critères budgétaires calculés dans le cadre de l’adhésion ont été utilisés, car ils étaient les seuls chiffres dignes de foi à notre disposition.
