10. Alarmed, at the same time, about certain practices which violate most fundamental human rights and freedoms and are contrary to international human rights treaties which form the cornerstone of post-World War II human rights protection, such as indefinite imprisonment of foreign citizens without charge and without examining the legality of their detention by an independent and impartial tribunal, degrading treatment during interrogations, the interception of private communications without subsequently informing those concerned, extradition to countries likely to apply the death penalty or use torture or ill-treatment, and detention and harassment on the grounds of political or religious activity,

Deze vereenvoudiging van de procedures is mogelijk geworden doordat de Raad in mei jongstleden een verordening heeft vastgesteld waarbij de Commissie wordt gemachtigd bepaalde categorieën "horizontale" steun vrij te stellen van de bepalingen van het Verdrag inzake aanmelding bij de Commissie Verordening Council Regulation (EC) n°994/98 of May 1998 on the application of Articles 92 and 93 of the Ec Treaty to certain categories of hrizontal aid (OJ L 142/1 of 14.5.1998).
Ce type de simplification des procédures a été rendu possible par l'adoption, en mai dernier, d'un règlement du Conseil habilitant la Commission à exempter certaines catégories d'aides « horizontales » des dispositions du traité en matière de notification à la Commission Règlement (CE) n° 994/98 du Conseil, du 7 mai 1998, sur l'application des articles 92 et 93 du traité CE à certaines catégories d'aides d'Etat horizontales.
