Op 10 maart 2015 kwamen de Ecofin ministers het voorstel tot verordening overeen die moet dienen als startpunt om te onderhandelen met het Europees Parlement over het Europese Investeringsplan (Proposal for a Regulation of the European Parliament and of the Council on the European Fund for Strategic Investments and amending Regulations (EU) N° 1291/2013 and (EU) N° 1316/2013).
Le 10 mars 2015, les ministres du Conseil Ecofin ont adopté la proposition de règlement devant servir de point de départ aux négociations avec le Parlement européen concernant le plan d'investissement pour l'Europe (Proposition de règlement du Parlement européen et du Conseil sur le Fonds européen pour les investissements stratégiques et modifiant les règlements (UE) n° 1291/2013 et (UE) n° 1316/2013).

The Assembly shall consist of 280 members, 130 EU members (81 members of the 27 EU national parliaments, on the basis of equal representation, and 49 members of the European Parliament), 10 members from the parliaments of the European Mediterranean partner countries (2 members for each of the delegations from Albania, Bosnia and Herzegovina, Croatia, Monaco, and Montenegro), 130 members of the parliaments of the ten founding Mediterranean partners, on the basis of equal representation, and 10 members from the Mauritanian Parliament.

(EN) Pour éviter tout malentendu ou erreur d’interprétation, permettez-moi de la lire en anglais: «Il est stipulé que l’accord conclu entre le Parlement européen et le Conseil lors du trilogue du 23 mai 2011 concernant la directive du Parlement européen et du Conseil modifiant la directive 1999/62/CE relative à la taxation des poids lourds pour l’utilisation de certaines infrastructures("Eurovignette") ne préjuge en rien du résultat des négociations interinstitutionnelles portant sur les tableaux de correspondance».

1) An incorrect title ha been erroneously indicated in the cover page of the abovementioned document having been officially transmitted on 23 May 2007, which read "Proposal for a regulation of the European Parliament and of the Council on access to the market in the carriage of goods by road within the Community to or from the territory of a Member State or passing across the territory of one or more Member States"; in that document, the correct title was that appearing at the beginning of the text of the recast proposal and reading "Proposal for a regulation of the European Parliament and of the Council on common rules for access to the international road haulage market".
1) Un titre incorrect a été indiqué par erreur sur la page de couverture du document susmentionné transmis officiellement le 23 mai 2007, à savoir «proposition de règlement du Parlement européen et du Conseil concernant l’accès au marché des transports de marchandises par route dans la Communauté exécutés au départ ou à destination du territoire d’un État membre, ou traversant le territoire d’un ou de plusieurs États membres»; dans ce document, le titre correct était celui qui apparaissait au début du texte de la proposition de refonte, soit «proposition de règlement du Parlement européen et du Conseil établissant des règles communes pour l’accès au marché du transport international de marchandises par route».

The amendment adapts the Rules of Procedure to the Interinstitutional Agreement between the European Parliament and the Commission on procedures for implementing Council Decision 1999/468 EC laying down the procedures for the exercise of implementing powers conferred on the Commission, namely its paragraph 16. , where for the Regulatory procedure with scrutiny it is foreseen that the time-limit for scrutiny by the two branches of the legislature exceptionally starts to run when Parliament receives the final draft implementing measures in the language versions submitted to the members of the comitology- committee and not in all official languages.
