3. recalls that combating of terrorism and fundamentalism as well as the adoption of migration control measures cannot take place to the detriment of civil liberties and fundamental rights and requires taking into account the human, economic and social dimension as well as the respect of human rights and democracy beyond narrow security concerns; reiterates to this end previous calls by the PA UfM for visa facilitation as a means to regulate migration flows and for promoting the protection and integration of legal immigrants;
3. rappelle que la lutte contre le terrorisme et le fondamentalisme ainsi que l'adoption de mesures de contrôle des migrations ne peuvent pas être conduites au détriment des libertés civiles et droits fondamentaux et requièrent la prise en compte de la dimension humaine, économique et sociale ainsi que le respect des droits de l'homme et de la démocratie, au-delà des préoccupations de sécurité au sens strict; répète, à cette fin, les précédents appels de l'assemblée parlementaire de l'Union pour la Méditerranée à faciliter la délivrance des visas de manière à réglementer les flux migratoires et à promouvoir la protection et l'intégration des immigrants légaux;

9. calls on the governments of Union for the Mediterranean to respond effectively to the historic challenges currently facing the region; to this end, calls for top-level cooperation to be relaunched immediately, for the post of Secretary-General to be filled as soon as possible, and for a wholesale review of its instruments to be carried out to allow a rapid response to be made to the political changes that are taking place alongside a significant change in economic and social conditions; calls to this end on the governments of the Union for the Mediterranean to define and consolidate Euro-Mediterranean projects in the food, health, migration and finance sectors;
9. appelle les gouvernements de l'Union pour la Méditerranée à donner une réponse à la hauteur des défis historiques que connaît la région aujourd'hui; demande à cette fin la relance immédiate des structures de coopération au plus haut niveau, le pourvoi du poste de Secrétaire général dans les meilleurs délais et une révision en profondeur de ses instruments, afin d'accompagner les transformations politiques en cours rapidement et par un changement significatif des conditions économiques et sociales; à cette fin, invite les gouvernements de l'Union pour la Méditerranée à définir et consolider des projets euroméditerranéens dans les secteurs alimentaire, sanitaire, migratoire et financier;

I was perhaps a bit of a cynic about whether these sorts of meetings could achieve anything but, whilst there have been many voices in the press complaining about lack of detail, particularly – as Jo Leinen suggests – about lack of detail in the area of financing for the Green Fund and many other issues that have been left unspecified at this stage, I take the optimistic view that this gathering was not the time or the place for dealing with minute detail, but was the time to flesh out the global aspirations and talk a bit about strategy, and I think that has been achieved.
J’ai sans doute fait preuve d’un certain cynisme quant à la capacité de ce genre de sommets d’obtenir le moindre résultat, mais de nombreuses voix se sont élevées dans la presse pour déplorer le manque de détails, en particulier – comme le suggère Jo Leinen – le manque de détails concernant le financement du Fonds verts et une multitude d’autres questions laissées en suspens au stade actuel. Je pars du principe, de manière optimiste, que ce sommet n’était ni le lieu ni le moment opportun pour traiter de détails précis, mais qu’il s’agissait de donner corps aux aspirations internationales et de parler un peu de stratégie. Je pense que nous y sommes parvenus.
