De Commissie is van mening dat in Portugal een systemisch probleem bestaat doordat de Portugese Staat op nationaal noch op regionaal niveau planningsmaatregelen heeft genomen met het oog op een methodische naleving van de voorschriften van richtlijn 91/271/EEG.
La Commission considère qu’il y a au Portugal un problème systémique, dans la mesure où l’État portugais n’a adopté, que ce soit au niveau national ou au niveau régional, aucune mesure de planification visant à appliquer de manière structurée les dispositions de la directive 91/271/CEE.
