In zijn advies nr. 53.932/AV merkt de Raad van State aangaande artikel 6 van het voorstel het volgende op : « Op grond van het voorgestelde artikel 5, § 1, I, 5, de gemeenschappen voortaan bevoegd [zullen] zijn voor « het beleid inzake long term care revalidatie ».
