(47) Intelligence Services Act, 1994, artikel 1 luidt als volgt : The Secret Intelligence Service 1.-(1) There shall continue to be a Secret Intelligence Service (in this Act referred to as « the Intelligence Service » under the authority of the Secretary of State; and, subject to subsection (2) below, its functions shall be ­ : a) to obtain and provide information relating to the actions or intentions of persons outside the British Islands; and b) to perform other tasks relating to the actions or intentions of such persons (2) The functions of the Intelligence Service shall be exercisable only : a) in the interests of national security, with particular reference to the defence and foreign politices of Her Majesty's Government in the United Kingdom; or b) in the interests of the economic well-being of the United Kingdom; or c) in support of the prevention or detection of serious crime.

15. beveelt de lidstaten aan om overeenkomstig de aanbevelingen in het UNESCO-manifest inzake openbare bibliotheken (UNESCO Public Library Manifest) ervoor te zorgen dat de basisdienstverlening door bibliotheken, zoals het uitlenen van materiaal uit de collectie en het gebruik van studiemateriaal, kosteloos is, omdat de bibliotheek in essentie een dienst van algemeen belang is (public service of general interest) en omdat zo het belang kan worden benadrukt van een gelijke toegang tot kennis en cultuur;
15. recommande aux États membres, conformément à la recommandation du manifeste de l"Unesco sur la bibliothèque publique, de garantir la gratuité des services de base des bibliothèques publiques, comme le prêt des documents et la consultation des manuscrits, car les bibliothèques sont, par nature, un service public d"intérêt général, de façon à souligner l"importance d"un accès équitable à l"information et à la culture;
