Sommige lidstaten, zoals Frankrijk, Italië of Hongarije, zijn voorts van mening dat de beperking van het toepassingsgebied tot nationaal bezit dat in de bijlage bij de richtlijn is opgenomen of dat behoort tot openbare collecties of inventarissen van kerkelijke instellingen een bijkomende restrictieve factor vormt.
Par ailleurs, quelques États membres, comme la France, l’Italie ou la Hongrie, estiment que la limitation du champ d’application aux seuls trésors nationaux répertoriés dans l’annexe de la directive ou appartenant à des collections publiques ou des inventaires ecclésiastiques constitue un facteur restrictif additionnel.
