By virtue of the remits set out in its rules of procedure, FRONTEX is responsible for carrying out risk analysis based on the information gathered by the competent authorities in the Member States, for facilitating operational cooperation between the Member States and third countries, and for cooperating with the competent authorities of third countries and with international organisations through, for example, exchanges of experience on border control issues, the training of border guards, operational information exchanges and joint operations.

9. calls on the governments of Union for the Mediterranean to respond effectively to the historic challenges currently facing the region; to this end, calls for top-level cooperation to be relaunched immediately, for the post of Secretary-General to be filled as soon as possible, and for a wholesale review of its instruments to be carried out to allow a rapid response to be made to the political changes that are taking place alongside a significant change in economic and social conditions; calls to this end on the governments of the Union for the Mediterranean to define and consolidate Euro-Mediterranean projects in the food, health, migration and finance sectors;
9. appelle les gouvernements de l'Union pour la Méditerranée à donner une réponse à la hauteur des défis historiques que connaît la région aujourd'hui; demande à cette fin la relance immédiate des structures de coopération au plus haut niveau, le pourvoi du poste de Secrétaire général dans les meilleurs délais et une révision en profondeur de ses instruments, afin d'accompagner les transformations politiques en cours rapidement et par un changement significatif des conditions économiques et sociales; à cette fin, invite les gouvernements de l'Union pour la Méditerranée à définir et consolider des projets euroméditerranéens dans les secteurs alimentaire, sanitaire, migratoire et financier;

Notes that the economic and financial crisis has strained the UfM's funding capacities; recommends the use of a variety of different forms of financing, depending on the operation to be carried out, including accountable microfinance, public-private partnerships and efforts to seek synergies among the different funding sources as a means of bridging the project-funding gap; encourages the presentation of new ideas to improve cooperation and coordination among private and public players in southern Mediterranean development funding; considers that UfM funding provision must be consistent with the principles of co-financing and co-management between the countries on the two shores of the Mediterranean; feels that this type of approach will establish a basis of shared responsibility and place all partners on an equal footing;

Mandaat en rol van ONUB Resolutie 1545 van 21 mei 2004, dat ONUB opricht, voorziet in haar operatieve para 5 volgende: «Authorizes ONUB to use all necessary means to carry out the following mandate, within its capacity and in areas where its armed units are deployed, and in coordination with humanitarian and development communities: (7e gedachtenstreepje): to contribute to the successful completion of the electoral process stipulated in the Arusha Agreement, by ensuring a secure environment for free, transparent and peaceful elections to take place; (8e gedachtenstreepje): without prejudice to the responsibility of the transitional government of Burundi, to protect civilians under imminent threat of physical violence».

Mandat et rôle de l'ONUB La Résolution 1545 du 21 mai 2004, qui crée l'ONUB, prévoit au paragraphe 5 du dispositif ce qui suit: «Autorise l'ONUB à utiliser tous les moyens nécessaires pour s'acquitter du mandat suivant, dans les limites de ses capacités et dans les zones de déploiement de ses unités armées, et en coordination avec les communautés humanitaires et du développement: (7e tiret): Contribuer au bon déroulement du processus électoral prévu par l'Accord d'Arusha en veillant à assurer un environnement sûr pour la tenue d'élections libres, transparentes et pacifiques; (8e tiret): Sans préjudice de la responsabilité du gouvernement burundais de transition, protéger les civils en danger immédiat de violence physique».
