6. In het Cotonou-akkoord stelt artikel 96 betreffende "consultation procedure and appropriate measures as regards human rights, democratic principles and the rule of law" dat dialoog moet aangegaan worden tussen verschillende partijen inzake mensenrechten, democratische principes en rechtsstaat.

Welcomes the fact that, at the Tampere ministerial Conference, the ministers of Foreign Affairs agreed to hold a regional seminar in 2007 on ensuring respect for human rights in the fight against terrorism and a Euro-Mediterranean Seminar on the role of the media in preventing all forms of incitement to terrorism; in this regard, calls on the Member States and the Mediterranean partners to ensure that anti-terrorism measures do not have the effect of limiting media independence; notes that the focus should now be on the practical arrangements for implementing the Code of Conduct;
9. se félicite que les ministres des affaires étrangères de la Conférence Ministérielle de Tampere se soient accordés sur la tenue d'un séminaire régional en 2007 sur le respect des droits de l'homme dans le combat contre le terrorisme et d'un séminaire euro-méditerranéen sur le rôle des médias dans la prévention de toute forme d'incitation à commettre des actes terroristes et demande à cet égard aux États membres et aux partenaires méditerranéens de veiller à ce que les mesures de lutte contre le terrorisme ne restreignent pas l'indépendance des médias; note qu'il s'agit à présent de se concentrer sur les modalités pratiques à prendre pour mettre en œuvre le code de conduite;

12. Encourages the participating States to create a climate of confidence propitious for the installation of a public/private partnership in this field via responsible dialogue with the air freight industry both within the participating States and between the OSCE and the competent international organizations (World Customs Organization (WCO), International Air Transport Association (IATA)), in order to determine the type of measures to be recommended on this subject with regard to the existing standards and the economic imperatives affecting the air freight industry;
12. Encourage les États participants à créer un climat de confiance propice à la mise en place d'un partenariat public/privé dans ce domaine grâce à un dialogue responsable avec l'industrie du transport aérien de marchandises tant au sein des États participants qu'entre l'OSCE et les organisations internationales compétentes (Organisation mondiale des douanes, OMD), Organisation internationale de l'aviation civile, IATA), en vue de déterminer le type de mesures à préconiser à ce sujet au regard des normes existantes et des impératifs économiques afférents à l'industrie du transport aérien de marchandises;

In this regard, it is necessary to continue fostering our efforts, both at EU and national level, towards the full use of existing instruments and future measures in the areas of pensions policy, health and long-term care policy, employment policy, migration and integration policy and infrastructure development.
À cet égard, il convient de maintenir nos efforts, tant au niveau de l’UE qu’au niveau national, en direction de la pleine utilisation des instruments existants et des mesures ultérieures dans le domaine des politiques de retraite, de santé et de soins de longue durée, d’emploi, d’immigration et d’intégration ainsi que dans le développement des infrastructures.
