G. overwegende dat "the provisies in the French system which protect the representatives of the people in the performance of their duties date back to 1789, deriving from respect for the expression of the will of the people and the necessity in a democratic State for elected representatives to exercise their mandate freely without fear of legal action or interference from either the executive or the judiciary";
G. considérant que «[d]ans le système français, la protection des représentants du peuple dans l'accomplissement de leur mandat remonte à 1789. Elle trouve son fondement dans le respect de la souveraineté populaire et dans la nécessité, dans un État démocratique, pour les représentants élus d'exercer librement leur mandat, sans crainte de poursuites judiciaires ou d'une ingérence de l'exécutif ou du judiciaire»;
