IN-CONTEXT TRANSLATIONS

B. overwegende dat Noord- en Oost-Sudan sinds 15 december 2013 de facto in een burgeroorlog verwikkeld zijn, met als gevolg meer dan 1,7 miljoen ontheemden binnen en buiten Zuid-Sudan, waaronder 1,3 miljoen binnenlands ontheemden, waarvan er ongeveer 100 000 hun toevlucht hebben gezocht in overbevolkte vluchtelingenkampen (de Protection of Civilians sites of PoC-sites) van de VN-missie voor Zuid-Sudan (UNMISS), onder erbarmelijke humanitaire omstandigheden, en meer dan 452 000 personen die gevlucht zijn naar buurlanden (Ethiopië, Kenia, Sudan en Uganda);
B. considérant que, depuis le 15 décembre 2013, le nord et l'est du pays sont de fait en guerre civile, ce qui a entraîné le déplacement de plus de 1,7 million de personnes à l'intérieur et hors des frontières du Soudan du Sud, dont 1,3 million à l'intérieur – parmi lesquelles environ 100 000 sont hébergées dans les zones, surchargées, de protection des civils des bases de la mission des Nations unies en République du Soudan du Sud (MINUSS) dans des conditions humanitaires qui sont en-deçà du minimum acceptable – et plus de 452 000 réfugiés dans les pays voisins (Éthiopie, Kenya, Soudan et Ouganda);

6. Requests the Secretary-General to provide to Member States training guidelines and materials on the protection, rights and the particular needs of women, as well as on the importance of involving women in all peacekeeping and peace-building measures, invites Member States to incorporate these elements as well as HIV/AIDS awareness training into their national training programmes for military and civilian police personnel in preparation for deployment, and further reçuests the Secretary-General to ensure that civilian personnel of peacekeeping operations receive similar training;
6. Prie le Secrétaire général de communiquer aux États Membres des directives et éléments de formation concernant la protection, les droits et les besoins particuliers des femmes, ainsi que l'importance de la participation des femmes à toutes les mesures de maintien de la paix et de consolidation de la paix, invite les États Membres à incorporer ces éléments, ainsi que des activités de sensibilisation au VIH/sida, dans les programmes nationaux de formation qu'ils organisent à l'intention du personnel des forces militaires et de la police civile qui se prépare à un déploiement, et prie en outre le Secrétaire général de veiller à ce que le personnel civil des opérations de maintien de la paix reçoive une formation analogue;

Demands that Israel, the occupying Power, comply fully with the provisions and principles of the Universal Declaration of Human Rights , the Regulations annexed to The Hague Convention IV of 18 October 1907 and the Geneva Convention relative to the Protection of Civilian Persons in Time of War of 12 August 1949 in order to protect the rights of Palestinian women and their families;

Demands that Israel, the occupying Power, comply fully with the provisions and principles of the Universal Declaration of Human Rights , the Regulations annexed to The Hague Convention IV of 18 October 1907 and the Geneva Convention relative to the Protection of Civilian Persons in Time of War of 12 August 1949 in order to protect the rights of Palestinian women and their families;

9. Calls upon all parties to armed conflict to respect fully international law applicable to the rights and protection of women and girls, especially as civilians, in particular the obligations applicable to them under the Geneva Conventions of 1949 and the Additional Protocols thereto of 1977, the Refugee Convention of 1951 and the Protocol thereto of 1967, the Convention on the Elimination of All Forms of Discrimination against Women of 1979 and the Optional Protocol thereto of 1999 and the United Nations Convention on the Rights of the Child of 1989 and the two Optional Protocols thereto of 25 May 2000, and to bear in mind the relevant provisions of the Rome Statute of the International Criminal Court;
9. Demande à toutes les parties à un conflit armé de respecter pleinement le droit international applicable aux droits et à la protection des femmes et petites filles, en particulier en tant que personnes civiles, notamment les obligations qui leur incombent en vertu des Conventions de Genève de 1949 et des Protocoles additionnels y afférents de 1977, de la Convention de 1951 relative au statut des réfugiés et de son Protocole additionnel de 1967, de la Convention de 1979 sur l'élimination de toutes les formes de discrimination à l'égard des femmes et de son Protocole facultatif de 1999, ainsi que de la Convention des Nations Unies relative aux droits de l'enfant de 1989 et de ses deux Protocoles facultatifs du 25 mai 2000, et de tenir compte des dispositions pertinentes du Statut de Rome de la Cour pénale internationale;

Mandaat en rol van ONUB Resolutie 1545 van 21 mei 2004, dat ONUB opricht, voorziet in haar operatieve para 5 volgende: «Authorizes ONUB to use all necessary means to carry out the following mandate, within its capacity and in areas where its armed units are deployed, and in coordination with humanitarian and development communities: (7e gedachtenstreepje): to contribute to the successful completion of the electoral process stipulated in the Arusha Agreement, by ensuring a secure environment for free, transparent and peaceful elections to take place; (8e gedachtenstreepje): without prejudice to the responsibility of the transitional government of Burundi, to protect civilians under imminent threat of physical violence».
2. Mandat et rôle de l'ONUB La Résolution 1545 du 21 mai 2004, qui crée l'ONUB, prévoit au paragraphe 5 du dispositif ce qui suit: «Autorise l'ONUB à utiliser tous les moyens nécessaires pour s'acquitter du mandat suivant, dans les limites de ses capacités et dans les zones de déploiement de ses unités armées, et en coordination avec les communautés humanitaires et du développement: (7e tiret): Contribuer au bon déroulement du processus électoral prévu par l'Accord d'Arusha en veillant à assurer un environnement sûr pour la tenue d'élections libres, transparentes et pacifiques; (8e tiret): Sans préjudice de la responsabilité du gouvernement burundais de transition, protéger les civils en danger immédiat de violence physique».
