Vertaling van "promoting effective public participation in decision-making " (Nederlands → Frans) :

In de « Maastricht Recommendations on Promoting Effective Public Participation in Decision-making in Environmental Matters » (Aanbevelingen van Maastricht voor het bevorderen van daadwerkelijke inspraak in besluitvorming in milieuaangelegenheden), die in januari 2015 zijn opgesteld door de voormelde Taskforce inzake inspraak in besluitvorming, wordt aanbevolen om, ondanks de ontstentenis van een uitdrukkelijke bepaling in die zin in het Verdrag, bij de toepassing van artikel 6, eerste lid, onderdeel a), van het Verdrag :
Dans les « Recommandations de Maastricht sur les moyens de promouvoir la participation effective du public au processus décisionnel en matière d'environnement », élaborées en janvier 2015 par l'Equipe spéciale de la participation du public au processus décisionnel précitée, il est recommandé qu'en dépit de l'absence de disposition expresse en ce sens dans la Convention, lors de l'application de l'article 6, paragraphe 1, point a), de la Convention :

5. a) Dienen de artikelen 2 en 6, in samenhang gelezen met bijlage I, punt 1, van het Verdrag van Aarhus, met name rekening houdend met de « Maastricht Recommendations on Promoting Effective Public Participation in Decision-making in Environmental Matters » (Aanbevelingen van Maastricht voor het bevorderen van daadwerkelijke inspraak in besluitvorming in milieuaangelegenheden) ten aanzien van een besluitvormingsproces in verschillende fasen, in die zin te worden geïnterpreteerd dat zij van toepassing zijn vóór het aannemen van een wetgevende handeling zoals de wet van 28 juni 2015 « tot wijziging van de wet van 31 januari 2003 houdende de geleidelijke uitstap uit kernenergie voor industriële elektriciteitsproductie met het oog op het verzekeren van de bevoorradingszekerheid op het gebied van energie », waarvan artikel 2 de datum van de desactivering en van het einde van de industriële elektriciteitsproductie van de kerncentrales Doel 1 en Doel 2 uitstelt ?
5. a) Compte tenu notamment des « Recommandations de Maastricht sur les moyens de promouvoir la participation effective du public au processus décisionnel en matière d'environnement » à l'égard d'un processus décisionnel à étapes multiples, les articles 2 et 6, combinés avec l'annexe I. 1 de la Convention d'Aarhus, doivent-ils être interprétés comme s'appliquant préalablement à l'adoption d'un acte législatif tel que la loi du 28 juin 2015 « modifiant la loi du 31 janvier 2003 sur la sortie progressive de l'énergie nucléaire à des fins de production industrielle d'électricité afin de garantir la sécurité d'approvisionnement sur le plan énergétique », dont l'article 2 reporte la date de la désactivation et de la fin de la production industrielle d'électricité des centrales nucléaires de Doel 1 et Doel 2 ?

De « Task Force on Public Participation in Decision-making » (Taskforce inzake inspraak in besluitvorming), die is opgericht op de Bijeenkomst van de Partijen bij het Verdrag van Aarhus in 2010, heeft in zijn verslag van juni 2013 over de werkzaamheden van zijn vierde bijeenkomst de moeilijkheden onderzocht bij de toepassing van het Verdrag van Aarhus op nucleair vlak, en de mogelijke goede praktijken om ze te verhelpen (ECE/MP.PP/WG.1/2013/6, pp. 9-16).
L'Equipe spéciale de la participation du public au processus décisionnel, créée par la Réunion des parties à la Convention d'Aarhus en 2010 a, dans son rapport de juin 2013 sur les travaux de sa quatrième réunion, examiné les difficultés dans la mise en oeuvre de la Convention d'Aarhus dans le domaine nucléaire et les bonnes pratiques envisageables pour y remédier (ECE/MP.PP/WG.1/2013/6, pp. 11-19).

Supporting civil society's efforts to promote gender equality and women's rights in local development and support women's participation in politics and local decision-making processes, promoting dialogue with local authorities and actors on local development and the socio-economic strategies that can liberate women, and supporting gender-sensitive budget initiatives;
Soutenant les efforts de la société civile en matière de promotion de l´égalité entre les femmes et les hommes et des droits des femmes dans le développement local et de soutien à la participation des femmes à la vie politique et aux processus locaux de prise de décisions, promouvant l´engagement d´un dialogue avec les autorités et acteurs locaux compétents en matière de développement local ainsi que les stratégies socio-économiques qui émancipent effectivement les femmes; ou d´initiatives de budgétisation sensible au genre;

— Implement and encourage initiatives, policies and programmes and monitor their implementation, as appropriate, following the United Nations Security Council Resolution 1325 (2000) concerning women, peace and security and the Council of Europe Declaration, Programme of Action and Resolution on democratisation, conflict prevention and peace building, to promote the roles of women and men in conflict prevention and resolution of conflicts, peace building and post-conflict democratic processes, in particular through the full realisation of the human rights of women and the non-violent resolution of conflicts, the equal participation of women and men in decision-making, the promotion of gender equality and gender mainstreaming, the combating of gender based violence against civil populations, in particular women and girls;
— d'appliquer et d'encourager les initiatives, les politiques et les programmes et de surveiller leur mise en œuvre, si nécessaire, conformément à la résolution 1325 sur les femmes, la paix et la sécurité adoptée par le Conseil de sécurité des Nations unies en 2000 ainsi que la déclaration du Conseil de l'Europe, le programme d'action et la résolution sur la démocratisation, la prévention des conflits et la paix, afin de promouvoir le rôle des femmes et des hommes dans la prévention et la règlement des conflits, la construction de la paix et les processus démocratiques post-conflictuels; et ceci notamment en concrétisant pleinement les droits fondamentaux de la femme et le règlement pacifique des conflits, la participation équilibrée des femmes et des hommes à la prise de décision, la promotion de l'égalité entre les femmes et les hommes et l'intégration de la dimension du genre, la lutte contre la violence fondée sur le sexe visant les populations civiles, en particulier les femmes et les filles;

Deze gezamenlijke actie moet voortbouwen op de onderstaande onderzoeks- en innovatieprojecten, hun uitvoering in de klinische praktijk bevorderen en gebruikmaken van hun resultaten en uitkomsten: CEDAR („Clinical decision making and outcome in routine care for people with severe mental illness”) (34), COPING („Children of Prisoners, Interventions Mitigations to Strengthen Mental Health”) (35), ENBREC („European Network of Bipolar Research Expert Centres”), MentDis_ICF65+ („Prevalence, 1-year incidence and symptom severity of mental disorders in the elderly: Relationship to impairment, functioning (ICF) and service utilisation”) (36), REFINEMENT („Financing systems' effects on the Quality of Mental health care in Europe”), ROAMER („A Roadmap for Mental Health Research in Europe”), SEYLE („Save Young Lives in Europe: Promote health through prevention of risk-taking and self-destructive behaviours”) (37), TICD („Tailored implementation for chronic diseases”) en WE-STAY („Work Together to Stop Truancy Among Youth”).
Cette action conjointe devrait s’appuyer sur les projets de recherche et d’innovation ci-après, encourager leur prise en compte dans la pratique clinique et exploiter leurs résultats et réalisations: «Clinical decision making and outcome in routine care for people with severe mental illness» (CEDAR) (34), «Children of Prisoners, Interventions Mitigations to Strengthen Mental Health» (COPING) (35), «European Network of Bipolar Research Expert Centres» (ENBREC), «Prevalence, 1-year incidence and symptom severity of mental disorders in the elderly: Relationship to impairment, functioning (ICF) and service utilisation» (MentDis_ICF65+) (36), «Financing systems’ effects on the Quality of Mental health care in Europe» (REFINEMENT), «A Roadmap for Mental Health Research in Europe» (ROAMER), «Save Young Lives in Europe: Promote health through prevention of risk-taking and self-destructive behaviours» (SEYLE) (37), «Tailored implementation for chronic diseases» (TICD) et «Work Together to Stop Truancy Among Youth» (WE-STAY).

Het in 1998 in Aarhus gesloten VN/ECE-Verdrag betreffende toegang tot informatie (UN/ECE Convention on Access to Information, Public Participation in Decision Making and Access to Justice in Environmental Matters) zal, zodra het geratificeerd is, een belangrijke rol spelen bij de "democratisering" van het milieubeheer.
La convention d'Aarhus de 1998 (convention de la CEE-ONU sur l'accès à l'information, la participation du public au processus décisionnel et l'accès à la justice en matière d'environnement), une fois ratifiée, jouera un rôle important dans la «démocratisation» de la gestion de l'environnement.
