§4. De Vlaamse minister bevoegd voor Leefmilieu wordt ertoe gemachtigd om ten laste van de begroting van OVAM aan United Nations Environment Assembly of the United Nations Environment Programme (UNEP) een subsidie toe te kennen ten bedrage van maximaal 40.000 euro voor internationaal lidgeld. §5. De Vlaamse minister bevoegd voor Leefmilieu wordt ertoe gemachtigd om ten laste van de begroting van OVAM aan Vlaco vzw een subsidie toe te kennen ten bedrage van maximaal 575.000 euro voor werkingsbijdragen. §6. De Vlaamse minister bevoegd voor Leefmilieu wordt ertoe gemachtigd om inzake afval en materialenbeleid ten laste van de begroting van OVAM voor maximaal 30.000 euro toe te kennen aan voorbeeldevenementen, 2700 euro aan prijzen ecodesign studenten, 6000 euro aan prijzen ecodesign award pro en 6000 euro aan prijzen groeneventaward. Art. 128. Goedgekeurd wordt de bij dit decreet gevoegde begroting voor het jaar 2016 van het IVA Vlaamse Milieumaatschappij. De begroting beloopt voor de ontvangsten 177.398.000 euro en voor de uitgaven 117.899.000 aan vastleggingen en 177.398.000 euro aan vereffeningen. De ontvangsten en uitgaven voor orde worden respectievelijk geraamd op 0 euro en 0 euro. Het IVA Vlaamse Milieumaatschappij (begrotingsartikel LB0-1LCH5AW-IS) wordt gemachtigd verbintenissen aan te gaan ten belope van 18.460.000 euro : 1° voor de aankoop van rollend en varend materieel, installaties, machines en uitrusting, kantoormeubilair, hardware en software; 2° voor de subsidies aan polders en wateringen voor de verbetering van de onbevaarbare waterlopen en de waterhuishouding en voor de aankoop van en infrastructuurwerken aan administratieve gebouwen; 3° voor investeringen in het kader van het operationeel beheer van watersystemen.
Art. 127. § 1. Le budget ajusté pour l'année 2016 de l'AAI Openbare Afvalstoffenmaatschappij voor het Vlaamse Gewest (OVAM), joint au présent décret, est approuvé. Le budget s'élève à 109.321.000 euros pour les recettes et, pour les dépenses, à 105.100.000 euros en engagements et à 109.321.000 euros en liquidations. Les recettes ainsi que les dépenses pour ordre sont évaluées respectivement à 0 euro et à 0 euro. § 2. L'Openbare Vlaamse Afvalstoffenmaatschappij (article budgétaire LB0-1LCH5AV-IS) est autorisée à engager à charge de son budget un montant de 234.000 euros pour l'achat d'installations, de machines et d'équipement, de mobilier de bureau, de matériel informatique et de logiciel. § 3. Le Ministre flamand ayant l'Environnement dans ses attributions est autorisé à octroyer à charge du budget d'OVAM une subvention au point d'appui Gestion durable de matériaux à concurrence d'un montant maximal de 192.000 euros. § 4. Le Ministre flamand ayant l'Environnement dans ses attributions est autorisé à octroyer à charge du budget d'OVAM, une subvention à l'Assemblée des Nations Unies pour l'Environnement du Programme des Nations Unies pour l'Environnement (PNUE), à concurrence d'un montant maximal de 40.000 euros, destinée à la cotisation de membre internationale. § 5. Le Ministre flamand ayant l'Environnement dans ses attributions est autorisé à octroyer à charge du budget d'OVAM, une subvention à l'a.s.b.l. Vlaco à concurrence d'un montant maximal de 575.000 euros comme contribution aux frais de fonctionnement. § 6.

These observers shall be Presidents of a regional legislative assembly and are appointed by the troika on the basis of proposals of the Conference of European Regional Legislative Assemblies after consultation of national delegations concerned».
Le troisième amendement italien, qui tend à ajouter au § 4.2 un alinéa nouveau (« Three observers from the Regional legislative assemblies of the European Union shall be invited to ordinary meetings, and may be invited to extraordinary meetings. In mijn kiesdistrict zou dat de National Assembly voor Wales zijn, en niet zozeer het nationale niveau.
Dans ma circonscription, cela signifie qu’elle serait prise par l’assemblée nationale du Pays de Galles plutôt qu’au niveau de l’État membre.
