Vooreerst dient aangestipt dat de impact inzake de globale tax shift operatie slechts geleidelijk zal doorwerken zowel in de federale- als in de gewestelijke begrotingen en dit vanaf het begrotingsjaar 2015 tot en met het begrotingsjaar 2021.
Premièrement, il est à signaler que l’impact concernant l’opération globale du tax shift commencera seulement à avoir graduellement un effet tant sur les budgets fédéraux que sur les budgets régionaux à partir de l’année budgétaire 2015 et jusqu’à l’année budgétaire 2021.

De 540 miljoen euro voor 2015 is als volgt samengesteld: - 352 miljoen euro heeft betrekking op ingrepen langs uitgavenzijde (kostenbesparingen); - 63 miljoen euro heeft betrekking op hogere fiscale inkomsten ingevolge de impact van de controle op het oneigenlijk gebruik van het verlaagde btw-tarief in 2014 en 2015; - 131 miljoen euro heeft betrekking op maatregelen met het oog op de financiering van de tax shift. Het gaat om 121 miljoen euro door het btw-tarief op elektriciteit terug op 21 % te brengen en om 10 miljoen euro bijkomende monopolierente vanuit de Nationale Loterij; - daartegenover staat een uitgave van 5 miljoen euro in het kader van het tweede pakket maatregelen inzake de taxshift.
Les 540 millions d'euros pour 2015 se décomposent comme suit: - 352 millions d'euros portent sur des opérations concernant les dépenses (réductions de coûts); - 63 millions d'euros portent sur des recettes fiscales plus élevées, résultant de l'impact du contrôle sur l'utilisation abusive du taux réduit de la TVA en 2014 et 2015; - 131 millions d'euros portent sur les mesures visant à financer le tax shift, soit: 121 millions d'euros obtenus en portant la TVA sur l'électricité à 21 % et 10 millions d'euros de rente de monopole en provenance de la Loterie Nationale; - en revanche, on note une dépense de 5 millions d'euros dans le cadre du deuxième train de mesures liées au tax shift.
