Invite à une accélération des réformes structurelles afin d'améliorer l'environnement juridique et économique, d'attirer les investissements et de faciliter la création d'entreprises; rappelle l'importance des PME comme moteur de la croissance et de la création d'emploi; insiste sur la nécessité de continuer à lever les obstacles à leur développement; préconise un renforcement des filières d'éducation et de la formation continue tout en garantissant une augmentation et une diversification des opportunités d'emploi; appelle à la révision de la politique d'immigration sélective qui engendre les effets négatifs de la fuite des cerveaux et des départs massifs de la jeunesse et de la main d'œuvre qualifiée sur les pays d'origine au détriment de leur propre développement, alors qu'ils consentent d'énormes budgets de formation afin de maintenir cette force de travail au profit de leur économie nationale; se félicite des progrès réalisés en faveur de l'intégration des femmes dans la vie économique; invite à soutenir davantage les réseaux d'entreprises, tel que les réseaux Invest in Med et BussinessMed, qui constituent un cadre propice aux échanges de bonnes pratiques et permettent des synergies dans les investissements et le financement des projets de l'UpM;
