Er is wel een politiek akkoord over de mogelijkheid voor een uitzondering in specifieke omstandigheden: "Member States may grant exemptions from the measures imposed in paragraph 1 where travel is justified on the grounds of urgent humanitarian need, or in exceptional cases on grounds of attending intergovernmental meetings and those promoted or hosted by the European Union, where a political dialogue is conducted that directly promotes the policy objectives of restrictive measures, including democracy, human rights and the rule of law in Zimbabwe".
Il y a bien un accord politique sur la possibilité d'une exception dans des circonstances spécifiques : " Les États membres peuvent accorder des dérogations aux mesures visées au paragraphe 1 lorsque le déplacement d'une personne se justifie pour des raisons humanitaires urgentes ou, exceptionnellement, lorsque la personne se déplace pour assister à des réunions intergouvernementales et à des réunions dont l'initiative a été prise par l'Union européenne ou qui sont organisées par celle-ci, lorsqu'il y est mené un dialogue politique visant directement à promouvoir les objectifs politiques ou des mesures restrictives, y compris la démocratie, les droits de l'homme et l'état de droit au Zimbabwe".

24. Reiterates the importance for the Republic of Moldova to adhere to the principles of democracy, the protection of human rights and the rule of law, including the independence of the judiciary, notes in this respect the controversial court decision against Valeriu Pasat, which raises concerns from the viewpoint of internationally accepted standards of justice, and recommends that the Parliamentary Team on Moldova explore thoroughly the legal and human rights aspects of the Pasat case and inform the Assembly of its findings;
24. Réaffirme qu'il est important que la République de Moldova adhère aux principes de la démocratie, de la protection des droits de l'homme et de l'état de droit, y compris au principe de l'indépendance de la justice, note à cet égard la décision controversée d'un tribunal contre Valeriu Pasat, préoccupante du point de vue de la conformité avec les normes internationalement reconnues en matière de justice, et recommande à l'Equipe parlementaire sur la Moldova d'examiner de manière approfondie les aspects juridiques et liés aux droits de l'homme de cette affaire, puis d'informer l'Assemblée de ses conclusions;
