In zijn arrest Hristovi van 11 oktober 2011 heeft het Hof Bulgarije veroordeeld wegens schending van artikel 3 van het Europees Verdrag voor de rechten van de mens en heeft het geoordeeld dat de agenten een speciaal kenteken hadden moeten dragen dat weliswaar hun identiteit niet vermeldt maar toch tot latere identificatie kan leiden, bijvoorbeeld door een nummer.
