144. neemt kennis van de tussentijdse herziening van de EU-biodiversiteitsstrategie 2020, en de opneming van een geschiktheidscontrole van de vogel- en de habitatrichtlijn in het REFIT-programma, en neemt met bezorgdheid kennis van de bevindingen van het Commissieverslag getiteld "The State of Nature in the European Union" (Stand van de natuur in de Europese Unie) en het samenvattend verslag van het Europees Milieu-agentschap getiteld "The European Environment — State and Outlook 2015’ (SOER 2015), (Het Europese milieu – toestand en verkenningen 2015) waarin de conclusie wordt getrokken dat een groot deel van de beschermde soorten en habitattypes een ongunstige instandhoudingsstatus hebben, en dat Europa niet op weg is haar algemene doelstelling te verwezenlijken om het verlies aan biodiversiteit tegen 2020 een halt toe te roepen; dringt er bij de Commissie op aan een uitgebreide en transparante evaluatie te verrichten en betere uitvoering van alle bestaande wetgeving op het gebied van biodiversiteit te bevorderen; verzoekt de Commissie, op grond van de tussentijdse herziening en de geschiktheidscontrole, ingeval het noodzakelijk geacht wordt, de bestaande wetgeving te moderniseren en te verbeteren, en ervoor te zorgen dat huidige beschermingsniveaus van biodiversiteit niet worden aangetast;
144. prend acte de l'examen à mi-parcours de la stratégie Biodiversité UE 2020 et du bilan de qualité prévu pour la directive "Oiseaux" et la directive "Habitats" dans le cadre du programme REFIT, tout en notant avec inquiétude les conclusions du rapport de la Commission intitulé "L'état de conservation de la nature dans l'Union européenne" et du rapport de synthèse de l'Agence européenne pour l'environnement intitulé "L'environnement en Europe, état et perspectives 2015" (SOER 2015), qui indiquent qu'une large proportion d'espèces protégées et de types d'habitats sont dans un état de conservation défavorable, et que l'Europe ne sera pas en mesure d'atteindre son objectif général de mettre un terme à la perte de biodiversité à l'horizon 2020; demande instamment à la Commission de procéder à une évaluation globale et transparente et de promouvoir une meilleure mise en œuvre de l'ensemble de la législation existante en matière de biodiversité; en fonction des résultats de l'examen à mi-parcours et du bilan de qualité, demande à la Commission, le cas échéant, de moderniser et d'améliorer la législation existante, et de s'assurer que les niveaux de protection actuels de la biodiversité ne sont pas abaissés;
