Tijdens de Raad Buitenlandse Zaken van de Europese Unie van 9 februari 2015 hebben de lidstaten van de EU, waaronder België, conclusies aangenomen over de prioriteiten van 2015 van de Europese Unie voor de Mensenrechtenraad van de Verenigde Naties, die verzoekt om "an adequate and effective response from the HRC to the worrying state of affairs in South Sudan, where hostilities have led to large-scale human rights violations".
Lors du Conseil Affaires étrangères de l'Union européenne du 9 février 2015, les États membres de l'UE, dont la Belgique, ont adopté des conclusions sur les priorités 2015 de l'UE pour le Conseil des droits de de l'Homme des Nations Unies qui demande "an adequate and effective response from the HRC to the worrying state of affairs in South Sudan, where hostilities have led to large-scale human rights violations".

Er is wel een politiek akkoord over de mogelijkheid voor een uitzondering in specifieke omstandigheden: "Member States may grant exemptions from the measures imposed in paragraph 1 where travel is justified on the grounds of urgent humanitarian need, or in exceptional cases on grounds of attending intergovernmental meetings and those promoted or hosted by the European Union, where a political dialogue is conducted that directly promotes the policy objectives of restrictive measures, including democracy, human rights and the rule of law in Zimbabwe".
Il y a bien un accord politique sur la possibilité d'une exception dans des circonstances spécifiques : " Les États membres peuvent accorder des dérogations aux mesures visées au paragraphe 1 lorsque le déplacement d'une personne se justifie pour des raisons humanitaires urgentes ou, exceptionnellement, lorsque la personne se déplace pour assister à des réunions intergouvernementales et à des réunions dont l'initiative a été prise par l'Union européenne ou qui sont organisées par celle-ci, lorsqu'il y est mené un dialogue politique visant directement à promouvoir les objectifs politiques ou des mesures restrictives, y compris la démocratie, les droits de l'homme et l'état de droit au Zimbabwe".

Any member state may, however, conclude an arrangement with the Council acting on behalf of the Organization whereby such member state will employ and assign to the Organization all of its nationals (except, if such member state so desires, any not ordinarily resident within its territory) who are to serve on the International Staff of the Organization and pay the salaries and emoluments of such persons from its own funds at a scale fixed by it. The salaries and emoluments so paid may be taxed by such member state but shall be exempt from taxation by any other member state.
