Uiteindelijk werd gekozen voor optie 3 (zie inleiding), omdat dat de enige was waarover een consensus kon worden bereikt optie 3 werd dan ook officieel goedgekeurd op de ministeriële Vergadering (High hevel Meeting) van 15 en 16 maart 2004 (zie uittreksel van de verklaring hieronder): (1) Eric Haites, Possible sources of prices to value CERs received by governments from CDM projects supported by Official Development Assistance, novembre 2004.
C'est finalement l'option 3 qui a été retenue (voir introduction), car c'était la seule à donner une possibilité de consensus.
