Daarom zal op de top een nieuw akkoord worden gepresenteerd, een voorstel van het panel op hoog niveau van de secretaris-generaal van de VN over humanitaire financiering dat in het verslag “Too important to fail — addressing the humanitarian financing gap” is uitgewerkt.
Afin de garantir un financement efficace et efficient d'un déficit de financement estimé à 15 milliards de dollars, le «Grand Bargain» («grand compromis») sera lancé lors du sommet. Il s'agit d'une proposition présentée par le groupe de haut niveau du Secrétaire général des Nations unies chargé du financement humanitaire dans son rapport intitulé «Too Important to Fail: addressing the humanitarian financing gap».

Tot die hervormingen behoren:"*Greater use of macro-prudential instruments to prevent credit overexpansion, and the supervision of banks to maintain sufficient capital buffers; *Measures to reduce explicit and implicit subsidies to too-big-to-fail financial institutions (...); *Reforms to reduce the tax bias against equity financing and to make value added tax neutral between lending to households and businesses".
Parmi celles-ci: "l'utilisation accrue des instruments macroprudentiels visant à empêcher une expansion excessive du crédit ainsi qu'une supervision des banques afin de conserver des volants de fonds propres suffisants, la mise en place de mesures visant à réduire les subventions explicites et implicites aux institutions financières trop grandes pour faire faillite et faire des réformes destinées à atténuer le biais fiscal qui pénalise le financement par fonds propres ainsi que créer une neutralité fiscale entre les prêts aux ménages et le crédit aux entreprises".
