2. When taking such decision, the Bureau shall bear in mind and seek to ensure that the principles of the Barcelona process are respected, and in particular the North/South Mediterranean equilibrium, adequate representation of the three components of the Assembly, mutual understanding and transparency, without preliminary exclusion and safeguarding total impartiality.

En prenant cette décision, le Bureau prend en considération les principes sous-tendant le processus de Barcelone et veille à en assurer le respect, principes dont relèvent notamment l'équilibre méditerranéen Nord-Sud, la représentation adéquate des trois composantes de l'Assemblée, la compréhension mutuelle et la transparence; ce faisant, il agit sans exclusion préalable et en toute impartialité.
