20. souligne qu'il importe de créer une culture de l'entrepreneuriat dans l'Union européenne en réduisant les obstacles à l'activité professionnelle non salariée et à la création d'entreprises; souligne que cela peut se faire grâce à un ensemble intelligent d'aides financières, comme le microfinancement et l'axe de l'entrepreneuriat social du programme européen pour l'emploi et l'innovation sociale ou grâce à des solutions de guichet unique au sein de l'administration publique pour enregistrer les nouvelles entreprises;
