Ondanks het feit dat het Agentschap is opgericht op basis van het Euratomverdrag, als wettelijke instelling met een hoge mate van financiële autonomie, zorgt zijn relatie tot de Commissievoor een complex en onduidelijk financieel mechanisme, die slechts beperkte toegang biedt tot financiële informatie.
