a) Having regard to the conclusions of the 8 Euro-Mediterranean Foreign Affairs ministers Conference held at Tampere on 27-28 November 2006 which appropriately reaffirmed the importance of intercultural dialogue, reiterating the commitment of the member states of the Union to substantially increase funding for education and training in the Mediterranean region through assistance programmes, plans of action for the Mediterranean partners and the European Neighbourhood and Partnership Instrument;
