5. welcomes the implementation of the regional programme « EuroMed Civil Society 2010-2013 », supported by the European Commission and implemented in collaboration with the EuroMed civil society platform and its partners, and which aims, among other things, to foster the development of civil society in the Sothern Mediterranean; believes that the project will help build the institutional capacity of civil society organisations, with a view to fostering systems for dialogue and collaboration between civil society stakeholders and national, regional and local institutions, and will facilitate the establishment of a network for cooperation and partnership between civil society in the countries of the Northern and Southern Mediterranean;
5. se félicite de la mise en œuvre du programme régional intitulé « Euromed société civile 2010-2013 », promu par la Commission européenne et réalisé en collaboration avec la Plateforme civile Euromed et ses partenaires, et dont l'objectif est de soutenir particulièrement le développement de la société civile du sud de la Méditerranée; estime qu'un tel projet contribuera au renforcement des capacités institutionnelles des organisations de la société civile pour promouvoir les mécanismes de dialogue et de concertation entre les acteurs de la société civile et les institutions nationales, régionales et locales, et favorisera également un réseau de relations de coopération et de partenariat entre la société civile des pays du sud de la Méditerranée et celle du nord;

Is delighted by the success of the first summit of the Euro-Mediterranean Regional and Local Assembly (ARLEM), held on 29 January 2011, which set concrete goals for raising awareness of water-related problems and technology transfer; expresses its support for this Assembly and its role in increasing the involvement of civil society and locally-elected representatives in the implementation of the six priority projects and in providing a practical response to local needs and the concerns of local people; reiterates its stance in favour of the establishment of a formal dialogue within the UfM framework, embracing civil society, non-governmental organisations, business associations and employers » and trade union bodies;
Se félicite du succès, le 29 janvier 2011, du premier sommet de l'Assemblée régionale et locale euro-méditerranéenne (ARLEM) qui a notamment déterminé des objectifs concrets en matière de sensibilisation aux problématiques et de transferts de technologies liés à l'eau; apporte son soutien à cette Assemblée qui contribue à une plus grande intégration de la société civile et des élus locaux afin de réaliser les six grands projets structurants et de répondre concrètement aux besoins locaux et aux besoins des populations; réitère sa position de poursuivre l'ouverture d'un dialogue institutionnalisé dans le cadre de l'UpM avec la société civile, les organisations non gouvernementales, les confédérations d'entreprises et les organisations patronales et syndicales;

13 juicht initiatieven toe zoals de "Issue-specific Dialogues with Civil Society" (op specifieke kwesties toegespitste dialogen met het maatschappelijk middenveld) die door het WTO-secretariaat worden georganiseerd; onderstreept de noodzaak om de aanwezigheid van het maatschappelijk middenveld op het terrein van de mondiale economische governance te versterken door middel van meer raadpleging en overleg; en vraagt om duidelijker voorschriften ter regulering van de participatie van niet-gouvernementele actoren in het besluitvormingsproces in de WTO;
13. se félicite des initiatives telles que les "les dialogues thématiques avec la société civile", organisés par le secrétariat de l'OMC: souligne la nécessité de renforcer la présence de la société civile sur la scène mondiale de la gouvernance économique par une consultation et une considération accrues, et demande que soient établies des règles claires régissant la participation des acteurs non étatiques dans le processus décisionnel de l'OMC;
