FRBR maakt onderscheid tussen de begrippen „werk” (een welbepaalde intellectuele of artistieke creatie), „expressie” (de intellectuele of artistieke uitbeelding van een werk) en „manifestatie” (de fysieke gedaante waarin een expressie zich voordoet).
Le modèle FRBR fait une distinction entre les concepts d’«œuvre» (création intellectuelle ou artistique déterminée), d’«expression» (réalisation intellectuelle ou artistique d’une œuvre) et de «manifestation» (matérialisation de l’une des expressions d’une œuvre).

In de zin van paragraaf 1 wordt onder " tentoonstellingen en dergelijke" verstaan : 1° tentoonstellingen, jaarbeurzen, beurzen en dergelijke manifestaties op het gebied van handel, industrie, landbouw en ambachtelijke nijverheid; 2° tentoonstellingen of manifestaties die voornamelijk voor liefdadige doeleinden worden georganiseerd; 3° tentoonstellingen of manifestaties die voornamelijk worden georganiseerd met een wetenschappelijk, technisch, ambachtelijk, artistiek, opvoedkundig of cultureel, sportief of religieus doel, of voor een cultus, op vakverenigingsgebied, met een toeristisch doel of met het doel de volkeren te helpen elkaar beter te begrijpen; 4° vergaderingen van vertegenwoordigers van internationale organisaties of groeperingen; 5° plechtigheden en manifestaties met een officieel of herdenkingskarakter.

In afwijking van § 5, moet een erkend festival als bedoeld in artikel 3, § 1, 1°, van het decreet, dat zijn eerste culturele manifestatie organiseert tijdens de eerste twee maanden van 1999, zijn geactualiseerd, verder uitgewerkt en aangepast artistiek en financieel beleidsplan uiterlijk één maand voor de datum waarop dat festival die eerste culturele manifestatie organiseert, per aangetekende brief naar de administratie versturen of tegen ontvangstbewijs aan de administratie bezorgen.
