27. wijst erop dat volgens de Autoriteit het uitvoeringspercentage van de vastleggingen in Titel III zeer laag was vanwege het besluit om het besteden van de middelen voor de IT-projecten op kerngebieden uit te stellen totdat er een duidelijk strategisch besluit van de Raad van toezichthouders lag; wijst er verder op dat de Raad van toezichthouders in oktober 2011 zijn goedkeuring hechtte aan het Data Specifications Report van de Autoriteit, met inbegrip van de uitwisseling van afzonderlijke informatie voor specifieke doeleinden, en het Information Technology and Data Committee (ITDC) een mandaat gaf om het Data Specifications Report verder uit te werken;
