2. Een lidstaat die als opkomende markt kan worden aangemerkt en die als gevolg van de uitvoering van deze richtlijn aanzienlijke problemen ondervindt, mag afwijken van artikel 4, artikel 9, artikel 13, leden 1 en 2, artikel 9, artikel 14, artikel 24, artikel 25, lid 5, artikel 26, artikel 30, artikel 31, artikel 36, lid 1, en/of artikel 37 van deze richtlijn.
