2. Calls for the Commission to represent the European Union at the Fourth World Water Forum with a mandate to seek recognition in the final ministerial declaration that access to drinking water is a fundamental human right; calls, in this context, for the European Union and its Member States to propose, under the auspices of the United Nations, the drafting of an international treaty on water and the management of water resources which recognises the right to access to drinking water;

De Raad heeft nota genomen van informatie van de Franse delegatie over het Zesde Wereldwater­forum (WWF), dat van 12 tot en met 17 maart 2012 in Marseille plaatsvindt, en waaraan nationale en lokale overheden, het bedrijfsleven, de academische wereld en direct of indirect bij de water­sector betrokken organisaties deelnemen (15140/11).
The Council took note of information from the French delegation concerning the 6th World Water Forum (WWF), which will take place in Marseille from 12 to 17 March 2012, with the participation of governmental and local authorities, businessmen, academics and organisations involved directly or indirectly in the water sector (15140/11).

3. betreurt het dat de acties van het Wereld Water Forum maar in geringe mate opgenomen zijn in de werkzaamheden van de Verenigde Naties; herinnert eraan dat er 21 internationale agentschappen zijn die zich vanuit verschillende gezichtshoeken bezighouden met de waterproblematiek en pleit daarom voor de oprichting van een "watercoördinatiebureau" onder directe verantwoordelijkheid van de Verenigde Naties;
3. Regrets the low level of incorporation of World Water Forum actions in the work of the United Nations; recalls that 21 international agencies deal in various ways with the water issue and, in this connection, calls for the establishment of a Water Coordination Agency under the direct responsibility of the United Nations;

Deze kwesties en de noodzaak van een holistische benadering kwamen nog sterker aan bod op het Tweede Wereld Water Forum (in Den Haag in maart 2000. Toen hadden het onderwerp waterschaarste en de toenemende druk op dit onmisbare maar kwetsbare goed al meer de aandacht getrokken. Het realiseren van waterzekerheid [6] werd erkend als de brede mondiale doelstelling. Op basis van een uitvoerig consultatief proces werden tijdens het forum een visie op 'waterleven en het milieu' en een 'algemeen actiekader' gepresenteerd, die weer de basis vormden voor een ministersverklaring. Het algemene actiekader, dat ontwikkeld was door het Mondiaal samenwerkingsverband water, belichtte de noodzaak om actie te voeren teneinde de politieke wil te mobiliseren, het bestuur over het water doeltreffend te maken, 'waterwijsheid' te doen ontstaan en meer te investeren in een veilige toekomst van het water.
These issues and the need to address them holistically were further reinforced at the 2nd World Water Forum at The Hague in March 2000. By this time, the theme of water scarcity and increasing pressures on a vital and vulnerable resource had attracted a stronger attention. Achieving water security [6] was recognised as the overarching global objective. Based on an extensive consultative process, a Vision for 'Water life and the environment', and a 'Framework for Action' were presented at the Forum and formed the basis for a Ministerial Declaration. The Framework for Action, developed by the Global Water Partnership, highlighted the need for action to mobilise political will, to make water governance effective, to generate water wisdom and to increase investment for a secure water future.

De Raad benadrukte de leidende rol van de EU als grootste donor ter wereld en riep op tot een ambitieuze respons voorafgaand aan, tijdens en na de cruciale evenementen die voor de tweede helft van dit jaar op de agenda staan: het derde OESO-DAC-forum op hoog niveau over de doeltreffendheid van ontwikkelingshulp (HLF-3, Accra, 2-4 september), de VN-bijeenkomst op hoog niveau over de MDG's (New York, 25 september) en de internationale conferentie van de VN over ontwikkelingsfinanciering (Doha, 29 november-2 december).
The Council emphasised the leading role played by the EU as the world's largest donor and called for an ambitious response before, during and after a number of key events to be held in the second half of this year: the 3rd OECD-DAC high-level forum on aid effectiveness (HLF-3, Accra, 2-4 September), the UN high-level event on the MDGs (New York, 25 September) and the UN international conference on financing for development (Doha, 29 November-2 December).
