F. overwegende dat de lidstaten deze problemen zelf vermelden in de context van hun voorbereiding voor het toekomstige programma van de RVVR voor de periode 2010-2014 (zie de rapporten van de Toekomstgroep - Doc 11657/08, de werkgroep binnenlandse zaken - Doc .../08 en de werkgroep justitie, alsmede de bijdragen die andere lidstaten aan de Raad en de Commissie hebben doen toekomen), waarin wordt erkend dat het bestaande acquis op het gebied van Europese binnenlandse zaken, dat stapsgewijs tot stand is gekomen, van nature ongestructureerd is en dus moeilijk aan de Europese burgers is uit te leggen; dat het zelfs voor specialisten soms moeilijk te begrijpen is en dat sommige van deze instrumenten elkaar overlappen, en dat de rechtsgrondslag voor bepaalde maatregelen in verschillende rechtshandelingen te vinden zijn; dat het ten slotte steeds moeilijker en tijdrovender wordt om toe te zien op een correcte uitvoering van richtlijnen van de Europese Unie door niet minder dan 27 lidstaten,
F. noting that the Member States themselves mention these problems in the context of their preparatory work for the future programme of the AFSJ for the period 2010-2014 (see the reports of the Future Group - Doc 11657/08, the Home Affairs Group - Doc. .../08 and the Justice Group, as well as the contributions of other Member States submitted to the Council and the Commission), recognising that the existing 'acquis' in the field of European Home Affairs which was developed step by step is necessarily unstructured and therefore difficult to explain to European citizens; noting that it is sometimes hard to understand even for specialists and that some of these instruments overlap and the legal basis for some actions can be found in different acts; noting, finally, that it is becoming increasingly difficult and time-consuming to monitor the proper implementation of European Union directives by as many as 27 Member States,

Voorzitter, rapporteurs, dames en heren, het voorzitterschap weet hoeveel belang u hecht aan eerbiediging van de grondrechten binnen de Europese Unie en ik wilde benadrukken dat de toekomstgroep, die de zes ministers van Justitie van Duitsland, Portugal, Slovenië, Frankrijk, Tsjechië en Zweden bijeen heeft gebracht, het verbeteren van gegevensbescherming heeft uitgeroepen tot een prioriteit voor de Europese Unie in de komende jaren.
Mr President, rapporteurs, ladies and gentlemen, the Presidency is well aware of your attachment to the respect for fundamental rights within the European Union and I would like to stress that the future group, which has brought together the six justice ministers from Germany, Portugal, Slovenia, France, the Czech Republic and Sweden, has made strengthening data protection a priority for the European Union in the coming years.

The findings and recommendations of the Future Group are meant to be an important contribution and a source of inspiration for the Commission's proposals for the next multi-annual programme (2010 to 2014) in the field of justice and home affairs.
