Notes that some Member States need to address a number of legal and technical issues in order to allow for the cross-border use of PSCs; calls on those Member States to take the necessary measures with particular attention to the recognition of electronic signatures; calls on the Commission to pursue ongoing efforts to enhance interoperability and mutual recognition of electronic procedures and take the required supportive measures to facilitate the cross-border use of the PSCs; recommends that the Commission should make a direct electronic link to the Member States‘ PSCs available to service providers in all the EU official languages;

Voor technische ondersteunende maatregelen bij de uitvoering van het programma kan op initiatief van de Commissie een beroep gedaan worden op deskundigen, uitvoeringsagentschappen en andere bevoegde instanties in de lidstaten alsook op alle andere vormen van technische bijstand.
Technical support measures during the implementation of the programme may involve experts, executive or other competent agencies in Member States on the Commission’s initiative, or any other form of technical assistance.

De Commissie zal steun blijven verlenen aan initiatieven op het gebied van het stadsmilieu en tevens blijven werken aan de ontwikkeling van aanbevelingen, richtsnoeren, indicatoren, gegevens, normen, beoordelingsmethoden, opleidingen en maatregelen van meer technisch-ondersteunende aard, teneinde steden te helpen de verschillende aspecten van hun omgeving te beoordelen en te beheren.
The Commission will continue to support urban environment initiatives, as well as developing recommendations, guidelines, indicators, data, standards, evaluation techniques, training and other actions of a more technical support nature to help towns and cities assess and manage different aspects of their environment.

4. Bij gereguleerde toegang nemen de lidstaten de nodige maatregelen om ervoor te zorgen dat aardgasbedrijven en in aanmerking komende afnemers binnen en buiten het door het stelsel van systemen bestreken grondgebied een recht van toegang tot opslaginstallaties, leidingbuffer en andere ondersteunende diensten krijgen op basis van gepubliceerde tarieven en/of andere voorwaarden en verplichtingen voor het gebruik van die opslaginstallaties en leidingbuffer, wanneer dit technisch en/of economisch noodzakelijk is voor een efficiënte toegang tot het systeem, alsmede met het oog op de organisatie van de toegang tot andere ondersteunende diensten.
4. In the case of regulated access Member States shall take the necessary measures to give natural gas undertakings and eligible customers either inside or outside the territory covered by the interconnected system a right to access to storage, linepack and other ancillary services, on the basis of published tariffs and/or other terms and obligations for use of that storage and linepack, when technically and/or economically necessary for providing efficient access to the system, as well as for the organisation of access to other ancillary services.
