TRADUCTIONS EN CONTEXTE

40. vestigt de aandacht op de recente, hopelijk duurzame successen van EU NAVFOR Atalanta in de beperking van het aantal aanvallen door piraten in de westelijke Indische Oceaan en de verhoging van de geloofwaardigheid van het GVDB; merkt op dat Atalanta de eerste GVDB-operatie op zee is en dat deze als voorbeeld moet dienen voor de verdere ontwikkeling en uitvoering van de maritieme dimensie van het GVDB, waarbij een balans moet worden opgemaakt van de successen en tekortkomingen van het GVDB en de lessen die eruit zijn getrokken; is ingenomen met de positieve rol die de EU met EUNAVFOR Atalanta speelt in het SHADE-mechanisme (Shared Awareness and De-confliction) voor een betere coördinatie tussen de multinationale, nationale en regionale zeemachten die in het gebied actief zijn, en met name met betrekking tot de NAVO-operatie Ocean Shield; is ook verheugd over de goede samenwerking tussen EU-agentschappen – zoals het EU-satellietcentrum SatCen en het EMSA – en derden, in het bijzonder op het vlak van de interpretatie van satellietbeelden van vaartuigen, ook al zijn er geen formele regelingen om deze samenwerking te ondersteunen; roept de EU op de band tussen de bestaande EU-instrumenten en -organen – bijvoorbeeld tussen Atalanta, het EMSA en het SatCen – te formaliseren, om zo een duplicatie van taken, hulpbronnen en deskundigheid te voorkomen en de duidelijke operationele voordelen van deze synergieën te benutten;

Highlights the recent success achieved by EUNAVFOR Atalanta – which must continue – in curbing the occurrence of pirate attacks in the western Indian Ocean and in enhancing the credibility of the CSDP; notes that Operation Atalanta is the first ever CSDP naval mission and that it should constitute a model for the further development and implementation of the maritime dimension of the CDSP, taking stock of its successes, its shortcomings and lessons learned; welcomes the positive role taken by the EU with EUNAVFOR Atalanta in the SHADE (Shared Awareness and De-confliction) mechanism in promoting coordination between the multinational, national and regional naval forces operating in the area, and notably with NATO’s operation Ocean Shield; also welcomes the good cooperation between EU agencies (such as the EU Satellite centre SatCen and EMSA) and third actors, particularly in the field of satellite vessel imagery interpretation, even when there are no formal arrangements underpinning such cooperation; calls on the EU to formalise the bridging among existing EU tools and bodies, such as that developed among Atalanta, EMSA and SatCen, so as to avoid duplication of tasks, resources and expertise and to reap the clear operational benefits of such synergies;

20. onderstreept de noodzaak van een nauwe strategische samenwerking tussen alle bij de veiligheid betrokken actoren, met name de EU NAVFOR-operatie Atalanta, de EUTM Somalië en EUCAP Nestor, alsmede de NAVO (operatie Ocean Shield), de CTF-151 taskforce onder leiding van de VS, de VN en AMISOM; merkt op dat er internationale coördinatiemechanismen bestaan, zoals de Contactgroep piraterij voor de kust van Somalië (Contact Group on Piracy off the Coast of Somalia, CGPCS) in New York en het SHADE-mechanisme (Shared Awareness and Deconfliction) in Bahrein; is daarom ingenomen met het besluit van de Raad van 23 maart 2012 om het operatiecentrum van de EU te activeren voor een aanvankelijke periode van twee jaar, om te coördineren en de synergie te bevorderen tussen de drie GVDB-missies in de Hoorn van Afrika en de in Brussel gevestigde structuren, in de context van een strategie voor de Hoorn van Afrika en in overleg met de Speciale Vertegenwoordiger van de EU voor de Hoorn van Afrika;

Underlines the need for close strategic coordination among all security-related actors, in particular EU-NAVFOR ATALANTA, EUTM Somalia and EUCAP Nestor, as well as NATO (Operation Ocean Shield), the US-led taskforce CTF-151, the UN and AMISOM; notes the existence of international coordination mechanisms such as the Contact Group on Piracy off the Coast of Somalia (CGPCS) in New York and the Shared Awareness and Deconfliction (SHADE) mechanism in Bahrain; welcomes, therefore, the Council decision of 23 March 2012 to activate, for an initial two-year period, the EU Operations Centre in order to coordinate and increase synergies between the three CSDP missions in the Horn of Africa, as well as the Brussels-based structures, in the context of the Horn of Africa Strategy and in liaison with the EU Special Representative for the Horn of Africa;
