(4) De macro-economische omstandigheden in de Centraal-Aziatische landen, en met name de externe financiën en de houdbaarheid van de schuld, zijn de afgelopen jaren dankzij een krachtige economische groei en een behoedzaam macro-economisch beleid verbeterd en daarom moeten de landen toegang krijgen tot EIB-financiering; niettemin moeten er voorwaarden worden gesteld voordat deze landen in aanmerking komen voor EIB-leningen: zij moeten duidelijke vooruitgang tonen bij de totstandbrenging van de rechtsstaat, de vrijheid van meningsuiting, van de media, van NGO's en bij verwezenlijking van de millenniumdoelen, overeenkomstig de partnerschaps- en samenwerkingsovereenkomsten van de EU; voor hen dienen geen strafmaatregelen van de EU te gelden wegens schendingen van de mensenrechten en zij moeten werkelijke vooruitgang hebben geboekt op het gebied van de mensenrechtensituatie, zoals geëist in de resolutie van het Europees Parlement van 20 februari 2008 over een EU-strategie voor Centraal-Azië.
The macro-economic conditions prevailing in the Central Asian countries, and in particular the situation of external finances and debt sustainability, have improved in the recent years as a result of strong economic growth and prudent macroeconomic policies, and they should therefore be allowed access to financing from the EIB; there should nevertheless be pre-conditions for their eligibility for EIB loans : these countries must show clear progress in establishing the rule of law, freedom of speech and the media, and freedom of NGOs and in achieving the Millennium Development Goals as specified in the EU Partnership and Cooperation Agreements; they should not be subject to EU sanctions for human rights violations and they should have made real progress in terms of the human rights situation as required by the European Parliament's resolution of 20 February 2008 on an EU Strategy for Central Asia.
