Calls on the Commission to propose a European framework introducing minimum standards for the implementation of the Youth Guarantees – including the quality of apprenticeships and jobs, decent wages for young people and access to employment services and rights – and covering young people aged between 25 and 30; calls on the Member States to use the available budget efficiently and to implement the Youth Guarantees without delay; calls on the Commission and the Member States to make the Youth Guarantees a priority, given that budget allocations are frontloaded in the first two years; calls for the available budget to be increased during the promised mid-term review of the multiannual financial framework, bearing in mind that the International Labour Organisation has estimated that the sum of EUR 21 billion is necessary to resolve the problem of youth unemployment in the eurozone; regards this increase as a necessary investment, given that the enormous annual economic loss resulting from inaction against youth unemployment amounts to EUR 153 billion, corresponding to 1,2 % of EU GDP (Eurofound, 2012) ;

Alle 28 lidstaten hebben hun plannen voor de uitvoering van de jongerengarantie ingediend en treffen voorbereidingen om de jongerengarantie concreet vorm te geven (meer details vindt u hier).
All 28 Member States have submitted Youth Guarantee Implementation Plans and are taking steps to set up their Youth Guarantee schemes (details available here).

In het kader van de proefprojecten wordt de jongerengarantie concreet in de praktijk gebracht door bijvoorbeeld de banden tussen scholen en werkgevers aan te halen en de steun van openbare diensten voor arbeidsvoorziening voor jongeren te verbeteren (voor nadere bijzonderheden, zie MEMO/14/521).
The pilot projects represent concrete ways of putting the Youth Guarantee into practice by for example reinforcing links between employers and schools and by upgrading support to young people from public employment services (for details see MEMO/14/521).

Op 22 april 2013 heeft de Raad van Ministers van de EU officieel een aanbeveling tot uitvoering van de jongerengarantie aangenomen (zie MEMO/13/152) op basis van een voorstel van de Commissie uit december 2012 (zie IP/12/1311 en MEMO/12/938). De aanbeveling is in juni 2013 door de Europese Raad bekrachtigd.
A Youth Guarantee Recommendation was formally adopted by the EU's Council of Ministers on 22 April 2013 (see MEMO/13/152) on the basis of a proposal made by the Commission in December 2012 (see IP/12/1311 and MEMO/12/938) and was endorsed by the June 2013 European Council.

25. Welcomes the decision of the EPSCO Council on 28 February 2013 to agree on a Council recommendation on implementing a Youth Guarantee, and invites the Member States to take action to implement Youth Guarantee schemes in an ambitious manner at national level; calls for the extension of the target groups to include young people under the age of 30, including graduates and those leaving training systems without qualifications; stresses that the success of this measure will be highly dependent on a wide range of policies and framework conditions, such as adequate investment in education and training, infrastructure and capacity of employment services, availability of student and graduate places, and quality apprenticeships and traineeships, as well as general policies conducive to job creation; calls for an adequate follow-up through the Member States' National Reform Programmes and in the context of the European Semester to facilitate the monitoring, evaluation and continuous improvement of national Youth Guarantee schemes; stresses that Youth Guarantee schemes should be integrated within the broader framework of national active labour market policies;

32. Encourages the Commission and the Member States to develop clear quality standards and indicators regarding the development of national Youth Guarantee schemes, as well as to boost their support for all actors essential to delivering Youth Guarantee schemes, such as national social partners, local and regional authorities, employment services and education and training authorities; calls for Youth Guarantee schemes to be facilitated through financial incentives, including incentives in public procurement, and funding for on-site training, which will support enterprises in making high-quality sustainable employment and training offers which will represent an effective and targeted investment in young people’s potential ; stresses that enterprises have a particular responsibility to make such offers available;

9. erkent dat er onder de lidstaten een verschillende mate van bereidheid is om een jongerengarantie goed te keuren en verzoekt de Commissie met name die lidstaten te steunen die het momenteel financieel moeilijk hebben; verzoekt de Commissie met klem in het kader van het Europees semester nauwlettend toe te zien op en verslag uit te brengen over de uitvoering van jongerengaranties en, indien van toepassing, de lidstaten te noemen die nalaten jongerengaranties in te voeren;
9. Recognises that Member States have different level of readiness for the adoption of Youth Guarantee and calls on the Commission, in particular, to support those Member States which are undergoing financial constraints; urges the Commission, within the framework of the European Semester, to closely monitor and report on the implementation of Youth Guarantees and, where needed, to name those Member States who fail to establish Youth Guarantees;
