ACTIEPLAN VAN DE EUROPESE UNIE INZAKE DRUGSBESTRIJDING (1995-1999) - CONCLUSIES VAN DE RAAD "DE RAAD 1. verheugt zich over de mededeling van de Commissie van 23 juni 1994 betreffende een actieplan van de Europese Unie inzake drugsbestrijding, waarin acties worden voorgesteld op de drie volgende gebieden, die onder de drie pijlers van het Verdrag vallen : - terugdringing van de vraag ; - internationale actie ; - bestrijding van de illegale handel ; 2. is van oordeel dat zo'n actieplan, dat in het verlengde ligt van de actie die de Gemeenschap in het verleden in het kader van de eerste twee Europese plannen van 1990 en 1992 heeft gevoerd, een nuttige stap is op de weg naar een globale drugsbestrijdingsstrategie op Europees niveau, die gezien de talrijke aspecten en de complexiteit van het drugsprobleem noodzakelijk is ; 3. erkent dat ter wille van de doeltreffendheid van deze globale aanpak regelingen moeten worden getroffen voor een passende coördinatie tussen de drie pijlers, met name op het stuk van interdisciplinaire uitwisselingen tussen de diverse actoren die bij de terugdringing van de vraag naar en het aanbod van drugs betrokken zijn ; 4. acht het van essentieel belang dat de tenuitvoerlegging van het actieplan geschiedt met volledige inachtneming van het in het VEU omschreven institutionele kader en onderstreept dat de gezondheidsaspecten van het drugsprobleem onder de bevoegdheid van de Gemeenschap vallen (eerste pijler), onverminderd het subsidiariteitsbeginsel ; 5. beklemtoont dat in het kader van de algemene aanpak inzake drugsbestrijding op het niveau van de Europese Unie een hoge prioriteit moet worden gegeven aan de acties tot terugdringing van de vraag ; 6. gaat ervan uit dat op het niveau van de Europese Unie de acties ter preventie van drugsverslaving hoofdzakelijk ten uitvoer worden gelegd in het kader van de actie op het gebied van de volksgezondheid en meer in het bijzonder het door de Commissie voorgestelde communautaire actieprogramma in ...
EUROPEAN UNION ACTION PLAN TO COMBAT DRUGS (1995-1999): THE COUNCIL'S CONCLUSIONS "THE COUNCIL: 1. Welcomes the submission by the Commission on 23 June 1994 of its communication on a European Union action plan to combat drugs, which proposes measures in the following three areas covered by the three pillars of the Treaty: - reduction of demand; - international action; - measures to combat illicit trafficking. 2. Considers that such an action plan, which provides a follow-up to the Community's previous action under the first two European plans, of 1990 and 1992, constitutes a useful step forward in the preparation of a comprehensive strategy to combat drugs at European level, which is necessary considering the multi-faceted and complex nature of the drugs problem. 3. Acknowledges that the effectiveness of this comprehensive approach presupposes that the ways of ensuring appropriate coordination between the three pillars are defined, in particular as regards interdisciplinary exchanges between the different bodies involved in reducing demand for and supply of drugs. 4. Considers it essential that this action plan be implemented having full regard to the institutional framework defined by the TEU and points out that the health aspects of the drugs problem fall within the Community's area of competence (first pillar), without prejudice to the principle of subsidiarity. 5. Stresses that, as part of the comprehensive approach to combating drugs at European Union level, measures to reduce demand should be made a top priority. 6. Considers that, at European Union level, measures to prevent drug dependence should be carried out essentially within the framework for action in the field of public health and more particularly the Community action programme on the prevention of drug dependence proposed by the Commission. 7.
