Horizon 2020 voorziet in een gemeenschappelijk strategisch kader voor financiering door de Unie van excellent onderzoek en innovatie, en vervult daarmee een centrale rol in de uitvoering van de Europa 2020-strategie voor slimme, duurzame en inclusieve groei ("Europa 2020-strategie"); bijgevolg fungeert het programma als een hefboominstrument voor particuliere en publieke investeringen, het scheppen van nieuwe arbeidsmarktkansen, het waarborgen van Europa's duurzaamheid, groei, economische ontwikkeling, sociale inclusie en industrieel concurrentievermogen op de lange termijn en de aanpak van maatschappelijke uitdagingen in de gehele Unie.
Horizon 2020 shall play a central role in the delivery of the Europe 2020 strategy for smart, sustainable and inclusive growth ("Europe 2020 strategy") by providing a common strategic framework for the Union's funding of excellent research and innovation, thus acting as a vehicle for leveraging private and public investment, creating new job opportunities and ensuring Europe's long-term sustainability, growth, economic development, social inclusion and industrial competitiveness, as well as addressing societal challenges across the Union.

The Europe 2020 strategy, its Flagship Initiatives and the new Integrated Guidelines put knowledge at the heart of the Union’s efforts for achieving smart, sustainable and inclusive growth; the Commission’s proposal for the Multiannual Financial Framework 2014-2020 supports this strategy with a significant increase in the budget devoted to investment in education, research and innovation.

The focus of Union actions shall therefore be on supporting key Union objectives and policies covering the whole innovation cycle and the elements of the knowledge triangle, including the Europe 2020 strategy; the flagship initiatives 'Innovation Union', 'An industrial policy for the globalisation era', 'Digital Agenda for Europe' and 'Resource-efficient Europe' and the corresponding Roadmap ; the Roadmap for moving to a competitive low-carbon economy in 2050; 'Adapting to climate change: Towards a European framework for action' ; the Raw Materials Initiative ; the Union's Sustainable Development Strategy ; an Integrated Maritime Policy for the Union ; the Marine Strategy Framework Directive; the Water Framework Directive and the Directives based on it; the Floods Directive ; the Eco-innovation Action Plan; and the General Union Environment Action Programme to 2020 .

4. Welcomes the EU2020 Strategy's promotion of a knowledge-based economy and encourages the Commission to take swift action on increasing the speed of broadband services as well as streamlining the charges of such services throughout the Union, so as to better achieve a single market for e-commerce.
