Met betrekking tot migranten en etnische minderheden blijven nationale maatregelen op het gebied van werkgelegenheid en sociale insluiting de meeste nadruk leggen op het feit dat de migranten en leden van etnische minderheden zich moeten aanpassen, in het bijzonder via integratiemaatregelen, zoals talencursussen.
With regard to migrants and ethnic minorities, national measures in the employment and social inclusion field continue to place the main emphasis on the need for migrants and members of ethnic minorities to adapt, most notably through integration measures, such as language courses.

Wat de rechten van minderheden, culturele rechten en de bescherming van minderheden betreft, is vooruitgang geboekt op het gebied van de wetgeving inzake de rechten van minderheden en culturele rechten. Het juridische kader voorziet in de participatie van de etnische minderheden in de samenleving van Kosovo. Servië heeft de Kosovaars-Servische gemeenschap echter ontmoedigd om deel te nemen. Er hebben zich geen omvangrijke interetnische incidenten voorgedaan, maar er worden nog steeds sporadisch schermutselingen gemeld. De leefomstandigheden van de minderheidsgemeenschappen zijn nog steeds slecht. Wat terugkerenden, vluchtelingen en binnenlands ontheemden betreft, is enige vooruitgang geboekt, zoals de goedkeuring van de herintegratiestrategie in oktober 2007, maar het terugkeerproces is na de onafhankelijkheidsverklaring gestagneerd en is nog steeds een belangrijke uitdaging. De Roma, de Ashkali en de “Egyptenaren” leven nog steeds in zeer slechte omstandigheden en worden gediscrimineerd bij de toegang tot onderwijs, sociale bescherming, gezondheidszorg, huisvesting en werkgelegenheid. As regards minority rights, cultural rights and the protection of minorities, progress has been made in the area of minority and cultural rights legislation. The legal framework provides for participation of ethnic minorities in Kosovo society. However, Serbia has discouraged the Kosovo Serb community from taking part. There have been no major inter-ethnic incidents but sporadic outbreaks continue to be reported. Living conditions of minority communities continue to be poor. As concerns returnees, refugees and internally displaced people , some progress was made, such as the approval of the reintegration strategy in October 2007, but the returns process slowed down after the declaration of independence and remains a key challenge. The Roma, Ashkali and Egyptian communities continue to face very difficult living conditions and discrimination, with poor access to education, social protection, healthcare, housing and employment.

Daarom is het aan de lidstaten om te besluiten of er – met inachtneming van de in de richtlijn vastgelegde waarborgen – gegevens over etnische minderheden verzameld moeten worden ten behoeve van statistieken ter bestrijding van discriminatie.
Thus, it is for the Member States to decide whether or not ethnic data should be collected to produce statistics for combating discrimination, provided that the safeguards set out in the Data Protection Directive are respected.

Van de in de NAP's genoemde beleidsmaatregelen zijn die welke het integratieprobleem van etnische minderheden het meest effectief aanpakken: bewustzijnsvergroting van werkgevers, een meer consistente betrokkenheid van de sociale partners, en een grotere rol van de organisaties die etnische minderheden vertegenwoordigen of zich bezighouden met de bestrijding van discriminatie.
Among the policies mentioned in NAPs, those which can most effectively address the problem of integration of ethnic minorities are: awareness-raising of employers, a more consistent involvement of the social partners, and an increased role of the organisations representing the ethnic minorities, as well as those dealing with anti-discrimination.
