Aan het eind van die bespreking : - constateert de Raad met voldoening dat voornoemd programma van prioritaire economische hervormingen grotendeels binnen de gestelde termijnen is uitgevoerd en dat het een belangrijke stap is in de richting van de aanpassing van de structuren van de Maltese economie aan die van de Gemeenschap ; - deelt hij de mening van de Commissie dat het belangrijk is de tenuitvoerlegging door Malta van de nodige hervormingen ter voorbereiding van zijn economie op de toetreding tot de Europese Unie te blijven volgen ; - verzoekt hij bijgevolg de Commissie hem geregeld op de hoogte te houden van de geboekte vooruitgang en van de weerslag van deze hervormingen op de Maltese economie ; - neemt hij er nota van dat de Commissie voornemens is deze weerslag de komende maanden nader te bestuderen ten einde de Raad concrete voorstellen voor te leggen voor de uitwerking van een strategie ter voorbereiding van de toetreding die dit "acquis" moet consolideren en de door de Regering van Malta gedane inspanning in de zin van een nog grotere harmonisatie van de wetgevingen en de praktijken van dit land met het "acquis communautaire" moet bestendigen ; - is hij voornemens tijdig voor de volgende Associatieraad met Malta deze voorstellen aan te nemen, waaronder een gestructureerde dialoog waarvan de nadere regeling moet worden vastgesteld (tekst weergegeven in de bijlage) ; - herinnert hij aan de toezegging van de Regering van Malta om alle verplichtingen uit hoofde van het Verdrag van Maastricht, met name betreffende het GBVB, over te nemen, en is hij van oordeel dat de situatie van Malta met betrekking tot de integrale overname van genoemde verplichtingen in haar interne rechtsorde moet worden verduidelijkt ; - is hij van mening dat de situatie van Malta voor wat betreft de vraagstukken op het gebied van Justitie en Binnenlandse Zaken, verschilt van de gebruikelijke praktijk in de Unie, met name op het gebied van het visumbeleid en de bekrachtiging van de ...
Following that examination the Council: - notes with satisfaction that the abovementioned programme of priority economic reforms has, in the main, been implemented on schedule and that this represents a major step towards aligning Maltese economic structures on those of the Community; - shares the Commission's view that it is important to continue to monitor Malta's implementation of the reforms needed to prepare its economy for accession to the European Union; - therefore invites the Commission to keep it regularly informed of the progress made and the impact of the reforms on the Maltese economy; - notes that the Commission intends to examine this impact in more depth over the next few months, with a view to submitting specific proposals to the Council for the establishment of a pre-accession strategy which will consolidate the Maltese government's achievements to date and help it to continue to strive for even greater harmonization of its legislation and practices with the acquis communautaire; - intends to adopt these proposals in time for the next Association Council meeting with Malta, with the inclusion of a structured dialogue, the procedures for which will be defined in accordance with the Annex hereto; - recalls the Maltese government's undertaking to assume all obligations arising out of the Maastricht Treaty, including those concerning the CFSP, and considers that Malta's situation will need to be clarified as regards the incorporation of all of those obligations into its national law; - considers that in matters of justice and home affairs Malta's situation departs from prevailing European Union practice, in particular as regards visa policy and the ratification of the relevant international conventions; - stresses in this connection that accession to the European Union implies full acceptance by the acceding State of the actual and potential rights and obligations inherent in the Community system and its institutional framework as obtaining at t ...

9. De Raad verzoekt de Commissie tevens : a) zich samen met de andere geldschieters te blijven beraden over middelen om de conditionaliteit van de onder auspiciën van de Bretton Woods-instellingen doorgevoerde hervormingsprogramma's in die zin doeltreffender te maken dat de vereisten inzake de financiële stabilisatie en het beginsel van de storting per tranches in acht worden genomen, maar tegelijk het volgende mogelijk is : - het accent leggen op meetbare doelstellingen op middellange en lange termijn en op de economische en institutionele resultaten bij de uitvoering van de erkende programma's, - beter landen steunen die duidelijk reële hervormingen willen doorvoeren, - de nationale partners van de begunstigde landen meer laten deelnemen aan het bepalen van de programma's en van de inhoud ervan, en hiervoor, zo nodig, de nationale capaciteiten helpen versterken, - toewerken naar veel fundamentele hervormingen ; b) de betrokken ACS-Staten die integratieprojecten hebben lopen, technisch bij te staan op de weg naar meer stabiliteit in het handelsverkeer en meer convertibiliteit, en de coördinatie te bevorderen op het gebied van de macro-economische hervormingen van de in aanmerking komende landen ; c) voor wat de landen in het zuidelijke en oostelijke Middellandse- Zeegebied betreft, duidelijk te maken dat de programma's voor steun aan de aanpassing de voorbode zijn van een vrijhandelszone met de Europese Unie ; d) met betrekking tot de landen van Latijns-Amerika en Azië kan de Gemeenschap ontwikkelingsacties blijven opzetten die erop gericht zijn de sociale kosten van de structurele aanpassing te verzachten en tegelijk de geldende voorschriften in acht te nemen.
9. The Council also invites the Commission: (a) to continue, together with the other providers of funds, its discussions on improving the effectiveness and conditionality of reform programmes put into effect under the auspices of the Bretton Woods institutions, so that it will be possible, whilst complying with the requirements of financial stabilization and the principle of payment in instalments: - to emphasize measurable medium- and long-term objectives, and the economic and institutional results obtained by implementing the approved programmes; - to give better support to countries showing genuine commitment to reform; - to ensure increased participation by national partners in beneficiary countries in the definition and content of the programmes, including, if necessary, by supporting the strengthening of national capabilities; - to concentrate efforts on a significant set of basic reforms; (b) with regard to the ACP States, to give technical assistance to the countries concerned which have integration projects so that they can move towards greater exchange rate stability and more convertibility, and to foster coordination in the area of macro-economic reforms implemented by eligible countries; (c) with regard to the South and East Mediterranean countries, to situate adjustment support programmes in the context of the creation of a free trade area with the European Union (d) with regard to the countries of Latin America and Asia, the Community could continue to undertake development activities aimed at mitigating the social costs of structural adjustment, whilst complying with the regulations applicable.

2. In economisch opzicht : de economische hervormingen (stabilisatiemaatregelen, structurele aanpassing, sanering van de overheidsfinanciën) bevorderd door de verbeterde macro-economische conjunctuur in de negentiger jaren, hebben gunstige omstandigheden geschapen voor groei en de terugkeer van buitenlandse investeringen gestimuleerd : Latijns-Amerika heeft zijn "verloren decennium" achter zich gelaten.
2. Economically. Economic reforms (stabilization policies, structural adjustment, streamlining of public finances) bolstered by macroeconomic improvements since the start of the decade have created a good climate for growth, encouraged the return of foreign investment and enabled Latin America to put the "lost decade" behind it.
