1. stelt vast dat de EU en de lidstaten grote financiers van de verschillende vredes- en crisisbeheersoperaties overal ter wereld zijn en dat civiele en militaire GVDB-missies en -operaties een bijzonder klein deel van alle fondsen vormen; erkent het belang van de GVDB-interventies voor het bewerkstelligen van vrede, en moedigt de lidstaten aan om een meer uitgesproken standpunt in te nemen over conflictpreventie, wederopbouw na een conflict en het handhaven van een duurzame vrede in conflictgebieden; is ervan overtuigd dat de Europese Unie het zich niet kan veroorloven om zich uitsluitend te richten op de instrumenten die worden ingezet na afloop van crises of ter begeleiding van de beëindiging van crises;

Notes that the EU and its Member States are major funders of the various peace and crisis management operations throughout the world while CSDP civilian and military missions and operations constitute a very small share of all funding; acknowledges the importance of CSDP interventions for achieving peace, while encouraging Member States to adopt a more pronounced stance towards conflict prevention, post-conflict reconstruction and maintenance of sustainable peace in conflict-ridden zones; is convinced that the EU cannot allow itself to focus exclusively on instruments for a post-crisis context or for supporting exit from crisis;

Regrets the deterioration of the situation in the Middle East and the heavy toll in civilian lives caused by the armed conflict in the Gaza Strip, compounded by the lack of substantial progress in the peace process; warns of the expiry of the deadline agreed at the 2007 Annapolis Conference and is convinced of the added value that strengthened transatlantic cooperation can bring to the Annapolis process; believes that the EU should assume a strong and visible political role in the region, commensurate with the financial resources it has made available, in particular to address the dramatic humanitarian crisis in the Gaza Strip; calls on the Council to pursue its efforts to achieve a permanent ceasefire in the Gaza Strip, in compliance with UN Security Council Resolution 1860 (2009), so as to allow the start of peace negotiations between Israel and the Palestinian people, in coordination with other regional actors; urges the Council to consider all means to promote a lasting peace in the region, including the deployment of an ESDP (European Security and Defence Policy) mission;

De EU benadrukt voorts het belang van een breed opgezet politiek proces waarin rekening wordt gehouden met de bekommernissen van de bevolking van Darfur: binnenlandse ontheemden, vluchtelingen, traditionele leiders, organisaties van de civiele samenleving, waaronder vrouwengroeperingen, enz. The EU further emphasises the importance of an inclusive political process that takes into account the concerns of the people of Darfur – internally displaced persons, refugees, traditional leaders, civil society organisations, including women’s groups etc. Only by engaging those most directly affected by this crisis and by genuinely taking their priorities into account can a truly sustainable peace be achieved.
