Artikel 2 b) van hetzelfde protocol bepaalt : "Wat de vanaf 1996 van toepassing zijnde regeling betreft, zal de Gemeenschap vóór 1 februari 1995, op basis van een door de Commissie vóór 1 februari 1994 aan de Raad toe te zenden verslag, de regels vaststellen voor de reeds overwogen afschaffing van het communautaire tariefcontingent, daarbij rekening houdend met de situatie van en de vooruitzichten voor de communautaire markt voor rum en met de uitvoer van de ACS-Staten".
Article 2(b) of the Protocol specifies that "for the arrangements applicable from 1 January 1996, the Community shall establish, before 1 February 1995, on the basis of the report that the Commission will send to the Council before 1 February 1994, the modalities for the projected abolition of the Community tariff quota, taking into account the situation and prospects on the Community rum market and of the ACP States' exports".

Het uitbrengen van dit verslag is voorgeschreven bij artikel 2 b) van Protocol nr. 6 over rum, van de Vierde Overeenkomst van Lomé. Volgens deze bepaling van de Overeenkomst van Lomé moet de Europese Unie, met ingang van 1 januari 1996, de regels vaststellen voor de reeds bij de onderhandelingen voor de sluiting van de Vierde Overeenkomst van Lomé overwogen afschaffing van het communautaire tariefcontingent, rekening houdend met de situatie van en de vooruitzichten voor de communautaire markt voor rum en met de uitvoer van de ACS-Staten.
Article 2(b) of Protocol 6 to the fourth Lomé Convention specifies that, with effect from 1 January 1996, the arrangements for the projected abolition of the Community tariff quota which have already been considered in negotiations for the fourth Lomé Convention, should be established in the light of the situation and prospects of the Community rum market and of ACP exports.
